In recent years,suspects of corruption cases that have fled abroad trends intense,leading the escalation of the importance of solving efficiency and difficulty problems of cross-border pursuit,which in turn hinders the anti-corruption and crime fighting.In this research,we,with bearing benefiting efficient pursuit in mind,have tried to draw our attention on the scrutiny and analysis on the possibility and conditions of applying asset recovery tools,such as asset freezing,seizure,sharing,et cetera,on assisting the cross-border pursuit,based on the current situation and characteristics of anti-corruption pursuit.We find that asset recovery tools are not only important on the asset chasing,but also significant in suspect pursuit.We began by analyzing a famous cross-border anti-corruption campaign,100 Most Wanted Fugitives,quantitatively,and reviewed typical cases,to summarize the features of fugitives who fled abroad,stated the special functions of asset recovery tools on cross-border pursuit,under the settings of international judicial cooperation.In advance,we analyzed in detail the conditions,limitations,and legal procedures of applying main asset recovery tools in hot fleeing destinations,including the United States.Canada,and Australia.We concluded that,with the scope of judicial practice,the essence of current cross-border pursuit is putting limits on the resources and rights of fugitives,so that forced them to return.We are supposed to deliver the Chinese characteristics the anti-corruption governance approach in the new era,which contains by means of all sorts of asset recovery tools to assist cross-border pursuit,and digs more widely space of law enforcement on anti-corruption and crime-fighting.
