Research On The Public Security Prevention And Control System Optimization In Rural And Urban Area Of Zhou Shan

After a long time of practices and explorations,the public security prevention and control(PSPC)system has achieved remarkable results.Because of the public security situation is constantly changing,the PSPC system must adapt to the public security situation.As the largest archipelago in China,Zhoushan has objective conditions different from those inland cities,such as scattered island prevention and control resources and special laws on maritime security prevention and control.However,there are few studies on the PSPC system in archipelago areas in China.The PSPC system in these areas often refers to what's been practiced in most inland cities,failing to take into consideration its particularity.The PSPC system established in this case is not completely suitable for the archipelago area.Therefore,according to the actual situation of Zhoushan City,research on the urban and rural PSPC system applicable to Zhoushan City has strong practical significance for local social development and people's livelihood and prosperity.Through the comparative analysis and reference about crime prevention and control,policing model,evaluation of police and so on both home and abroad,this paper tries to provide a framework for the establishment of PSPC performance evaluation system.The author analyzes the operation of the PSPC system in using social control,crime prevention,public management,and no-gross-improvement in policing resources,and proposes a method,as a result,to guide the optimization of PSPC system through performance evaluation.After reviewing the practice of the PSPC system in Zhoushan City and analyzing the local public security situation,the article points out the current problems such as the lack of a comprehensive basis for prevention and control and a mature results-oriented mechanism..This paper establishes an evaluation model suitable for the urban and rural PSPC system in Zhoushan,which provides a new perspective for the PSPC research in the city.After effective analysis,this model can provide accurate and quantified effect evaluation and optimization measures for the Zhoushan urban and rural PSPC system as well as reference for the future development of PSPC system.In the final section of this paper,the author takes Zhou Shan City as the research object to conduct an empirical analysis of the performance of PSPC system.By empirical research,the following conclusions are drawn: Firstly,the current PSPC system in Zhou Shan is effective;Secondly,community policing and prevention work are relatively more important needs more attention.Based on this,the author proposes countermeasures to optimize the PSPC system with emphasis on community policing and prevention.
