Belarus continues to develop the national administration system for the export of labor services.The most important goal of Belarus in regulating labor exports is to protect workers'rights.However,this applies only to those workers who have officially gone abroad through an intermediary company.Belarusians have the right to self-employment abroad,in which case they cannot be officially registered as members of export labor.As a result,the number of officially registered employees is more than ten times less than the number of foreign self-employed workers.This severely distorts statistics and affects the quality of labor export supervision measures.If someone is self-employed,it is also difficult to protect his or her rights,because there is usually no formal labor contract,or the contract has many aspects that are not good for the employee,but the employee signs such a contract because of ignorance.Those who go to foreign countries for self-employment are in danger.They do not meet the social guarantees required by the International Migration Group and International Labor Organization.or bilateral agreements.Therefore,it is very necessary to strengthen the government's administration of labor export,analyze the existing problems in the Belarusian government's labor export policy and management services,and propose solutions and related policy recommendations.Labor export is vital to Belarus' economic development.The officially registered unemployment rate in Belarus is relatively low,but according to ILO standards,the level of hidden unemployment is 5%of the working population,but some economists and sociologists believe that Belarus's actual unemployment rate may be 6%to 10%of the working population.There is also a significant amount of overemployment.According to estimates by the Eurasian Development Bank,Belarus's overemployment can reach 20%of the total labor force.The labor export process can be an important source of increased economic investment and reduce unemployment.However,the Belarusian government has not yet paid attention to the potential of labor export to improve the country's economic and social factors.The government needs to manage the labor export process to increase all the positive impacts that the labor export has on the country and to minimize possible risks and threats.Due to the visa-free system and proximity and long history of friendship,the main markets for Belarusian labor exports are Russia and other CIS countries.Belarus has had a tense relationship with the EU for a long time.But recently,the number of labor exporters working in Europe has grown rapidly.Belarus has only three bilateral agreements with EU countries(with Lithuania,Latvia and the Czech Republic).The Belarusian government should actively participate in international negotiations,strengthen negotiations,and create a good international environment for Belarusian labor export.This research analyzes.the state of Belarusian government administration of labor exporters,identifies the main issues,and provides theoretical basis and relevant policy recommendations for government decision making on labor export policies.
