human history.But for China,it means that the Chinese society has undergone a comprehensive change,whether economic or political,social or cultural.Forty years of reform and opening up not only means significant economic changes,but also has a profound impact on China's political development.China's political development has stalled,he says,and China's economic and social success depends on the comfort it provides.The logical starting point of China's political development started with the consciousness of reflection lies in: Reflecting on how to reconstruct the relationship between the state and society in the change of institutional form,Rethinking how to get out of the revolutionary party rut,Reflecting on how to get rid of the unitary domination of power relations under the centralized governance mode,How to balance the central balance of power.Conscious reflection from the perspective of power leads to thinking like this: What reforms and changes have advanced political development?Based on the exploration and discovery of several important subjects in the process of national political development,The most profound manifestation of the political change is the dual logic of the four relations: I.the structural change of state-social relations from "unitary isomorphism" to "pluralistic cogovernance";Thus,the spring elastic tension between the two is strengthened,and the indirect driving force of social development comes from decentralization to cooperation in the reconstitution of governance.The awakening of citizens' consciousness of individual concept of party rule has been sublimated into the leadership of the party and,together with the rule of law,constitutes a highly distinctive socialist rule of law system,which is becoming the most distinctive advantage of China's political system and is also regarded as the essence of China's political development path.The coupling mode of "double nesting" from party rule and rule of law to party leadership and rule of law is the characteristic of the dual logic of China's political development.III.Reform and opening up are essentially power games and checks and balances under two logics--centralization and decentralization,In the political practice of decentralization reform,Either/or competition will eliminate the political advantages of centralization and the political vitality of decentralization at the same time.Instead of falling into the pure monism dilemma,it is better to create a centralized and balanced model to solve the dual poverty of power centers.At the same time,the negative influence of decentralization in the reform and opening up has become the reverse driving force to shape the central authority,and the interactive theory of dual logic provides a positive signal for the political development.IV.It seems that the relationship between central government and local government is very thin only by using the unitary system of inter-governmental relations.A complete understanding should be made from the three levels of the relationship between central government and local government: power level,administrative level and economic level.By using the political game theory to analyze the relationship between the central and the ground,it is found that the political game between the active weakening of the central power and the self-demand of the local power,the contradiction between the central and the ground always lies in the ambiguity of the power boundary between the two sides.Therefore,the central government is committed to establishing the interests of the limited government and the central government,and establishing a two-way restriction mechanism to achieve the top-down and bottom-up two-way supervision mechanism to realize the non-zero-sum game.The assumption of the game outcome means that the "coordination effect" becomes the institutional innovation of the dual interactive logic of the power relationship between the central government,and to some extent makes the central government and the central government closely interdependent,or will become the future issue to resolve the central government contradiction.The coupling effect of the above four relations is 40 years of reform and opening-up of China's political power of economic development,formed the political development path of socialism with Chinese characteristics,and constitutes the logic clue of reform and opening up of China's political development,namely a way of avoiding an either/or pure dilemma and create a double degree,is beneficial to solve the single power centers of the double poverty,prompted China's political development process in the equilibrium state.Where will China's political development go in the future?
