The Research On Vietnam's Foreign Strategy From The Perspective Of Double Level Balance

The double level balance analysis framework refers to the interaction mechanism between the domestic political and ecological structure and the political situation,as well as the country's diplomatic strategy and foreign relations,and explores the interaction mechanism between the internal affairs of the sovereign state and diplomatic,domestic and international relations.By using this analysis framework,I study and analyze Vietnam's domestic politics and international politics,try to explore the driving forces behind Vietnam's foreign relations,and speculate on the development of Sino-Vietnamese relations and the trend of South China Sea issues.The strategic layout of the balance of diplomacy of the big powers of Vietnam is influenced by the double level balance of domestic politics and international politics.At the domestic level,due to the geographical and historical factors of the North and the South,the Communist Party of Vietnam has formed factions with different political views,and the struggle within the party has continued.The moderate conservatives headed by Nguyen Phu Trong advocated ensuring both political power and defending sovereignty.Internally adhere to anti-corruption and promote political reform in order to unite within the party and stabilize the political power,prevent the United States from launching peaceful evolution and color revolution measures,and manage differences and consultations with China on the South China Sea issue to maintain the overall situation of China-Vietnam friendship.The radical internationalists advocate a "comprehensive integration into the international" strategy,tending to give priority to the United States,tough to China,and to unite the United States.On the issue of disputes in the South China Sea,he advocated inspiring contradictions and vigorously wooing pro-Western camps including Japan and India to contain China in order to safeguard vested interests.Vietnam has expanded the implementation of the strategic layout of the balance of diplomacy between the two countries under the double balance of domestic politics and international politics.This is the result of a double-level game between domestic politics and international politics,and the two complement each other.In order to consolidate the political power and maintain the internal unity of the Vietnamese Communist Party,the factions within the party suspended the fierce struggle and compromised.The highest leadership of Vietnam was smoothly transitioned in the election of the 12 th National Congress of the Communist Party of Vietnam,and the domestic political situation was maintained stable.At the same time,in order to prevent the threat of peaceful evolution and the security of ensuring the sovereignty of Vietnam's territorial sovereignty,the moderate conservatives headed by Nguyen Phu Trong,the diplomatic strategy of the 12 th National Congress of the Vietnam's Communist Party regressed with the relationship between Sino-Vietnam and the US-Vietnam as the core,and further promoted each The balance and stability of the great powers will enhance the influence and status of Vietnam in the region and the international community.Moderate conservatives and international radicals reached a consensus on "consolidating ruling power and ensuring sovereignty."
