The Returning Service-oriented Elite:New Changes In The Authoritative Structure Of Rural Governance

The topic of this paper is the authority structure of rural governance in the context of Rural Revitalization in the new era.The modernization of the rural governance system requires the village administrators to have the ability of leadership,service and public management.Under the background of Rural Revitalization in the new era,the rural young elites return to their hometown and become village cadres,bearing the burden of village governance.Different from the traditional village cadres,most of the young rural elites have good knowledge and broad vision,which is the basis for them to achieve a good order of village governance,which is conducive to achieving the goal of modernization of rural governance.Therefore,the research object of this paper is the returned youth elite,which is defined as the returned youth service-oriented elite.The research question of this paper is under the background of Rural Revitalization in the new era,what kind of change does the returning service-oriented elites bring to the village authority structure?Based on governance theory and authority theory,this paper constructs the analysis concept:the returning service-oriented elite.The returning service-oriented elites form the service-oriented authority after they return to the countryside to participate in the village politics,which has experienced the transformation from the single charm authority to the "charm+jurisprudence" type.Under the background of rejuvenating the young elites and returning to the villages,this type of authority is the biggest change of the rural authority structure.This paper selects D village in central Shandong Province as the field research area to explore the research issues in this paper.Similarly,as a village cadre in the countryside,from the practical action of traditional village cadres,their role in village governance is "to be nurtured";Depending on the legal authority given by the position,effective governance becomes the main way of village governance.The difference between the returning service-oriented elite and the traditional village cadres is that they have multiple roles of village governance.The authority of "charm+legal principle" makes them change the village governance mode of the traditional village cadres,and soft governance becomes the new choice of the village governance mode.As the "returning" village elites,the resource stock of returning entrepreneurial elites and service-oriented elites is different before and after returning home,and the authority type is also different.Returning entrepreneurial elites are village elites who start their own businesses after returning home.After returning home,they still have good economic capital reserve.Returning entrepreneurship provides them with development opportunities and makes them recognized by the village.They have charismatic authority.In contrast,after returning home,the authority type of returning service-oriented elites changes from single charm type to "charm+jurisprudence" type.From the perspective of the formation process of the authority of returning service-oriented elites,the interweaving of "internal repair" and "external action"promotes the formation of their service-oriented authority.The reason why internal cultivation works is its "village interpersonal relationship" and good "learning ability";the performance in the "supply of village public goods" and the ""villagers' public opinion" extended from it are the important indicators of external cultivation.The opportunity for the returning service-oriented elites to gain authority and legitimacy is the villagers' election.Based on the above analysis,this paper intends to emphasize:in the current multi participation pattern of rural governance,the returning elites provide new options for multi village governance;the modernization of rural governance system requires the achievement of village governance,which is inseparable from the leadership,service ability and public management ability of village administrators,and the returning service elites are the appropriate village administrators with these three abilities.
