Rural Elite Participation In Rural Governance Research

In the past 40 years of reform and opening up,China's economy and society have achieved rapid development.The market economy is constantly improving and the society is increasingly diversified.China's rural society is also constantly rebuilding.The main body of rural governance is increasingly diversified.In particular,the central government proposes the modernization of the national governance system and governance capacity.How to realize the modernization of rural social governance becomes An important direction explored by the academic community.The rural elite is an important subject of rural governance in rural areas of China.In the context of the modernization of the national governance system and governance capacity,how to assess their status and role in modern rural governance is of great significance for the modernization of governance in rural areas.This is the significance of this paper.Through the investigation of Guanmiao Town,Guangshui City,Hubei Province,we conducted a detailed study on the honorary directors of the “Double Employment and Double Promotion” policy through questionnaires and field interviews,focusing on their participation in the process of rural governance.The status quo,as well as the problems.The study found:First,the number of successful officials returning to their hometowns has increased.After two phases of development,Guanmiao Town has a total of 82 people as honorary directors of the village.The structure of the village's honorary directors tends to be reasonable.On the one hand,their own quality continues.On the other hand,the proportion of real stay in the village has increased;the honorary director of the village is located in the propagandists of the national policy,the mobilizers of the village public welfare undertakings,the advisers who advised the plan,and the propagators of the rural development.Second,the village's honorary director participated in the rural governance mainly through:providing intellectual support for the "two committees" of the village;listening to the public opinion,acting as a bridge between the villagers and the government;taking advantage of the situation and doing practical things for the villagers.Third,the achievements of village honorary directors in rural governance are: strengthening the construction of grassroots organizations;improving the overall appearance of the countryside;boosting collective economic development;and resolving village-level contradictions and disputes.Fourth,the village honorary director still faces the problems of micro,meso and macro in the process of rural governance.On the micro level,the problem is that the quality of rural elitesis generally not high;the reputation of the village's honorary director is unreasonable;the relationship between the village's honorary directors is loose.In the middle view,the problem is:the relationship between the village's honorary director and the village's "two committees" is unclear;the village's honorary director and the villagers have a profitable relationship.On the macro level,the problem is: insufficient policy support;insufficient financial support.Fifth,in view of the contradictions and problems existing in the village governance process,we need to: improve the quality of the village's honorary directors;take the mass line and improve the villagers' satisfaction;The government strengthened its policy support for the honorary director of the village.
