Research On The Differentiation Practice Mechanism Of Women's Federation Project Under The Multi-institutional Logic

Under the opportunity of comprehensive reform of the central government,the group organizations represented by the workers and women are working hard to find a reform path.As one of the three major groups,the Women's Federation organizes functions realize functional transfer and internal reform,enhances its social and mass,and better utilizes its links,services,and functions of women's masses through purchasing services.After the Central Group Reform Conference in 2015,the Women's Federation of B-area gradually increased purchasing services,broadened the coverage of services,and comprehensively rolled out the "Home Center" project to link the district women's federation,the street town Women's Federation,the project undertaker and the women's masses in a district-street cooperation.In the past six years of project-oriented practice,they have shaped different types of project practices such as brand-oriented,index-oriented,and task perfunctory.Therefore,the core issue of the article is to explore the practical mechanism of the different types of projects in the operation of the Women's Federation project.This paper takes the B-area Women's Federation "Home Center" project as an example.With the multi-institutional logic perspective that the action subject will produce different results under the influence of multiple institutional logic interactions,combined with the differences in the Women's Federation project practice in this study,a multi-institutional logical framework of state-bureaucratic-society was constructed.In this framework,this paper analyzes the action logic of multiple subjects and its action strategies in the practice of Women's Federation projects.The study found that the District Women's Federation insists on policy implementation,resource mobilization,and hierarchical control under the national logic,but it has the characteristics of "unification and powerlessness";The Street Women's Federation and the project undertaker modeled the brand-oriented project,the indicator-oriented project and the task perfunctory project under the interaction of the bureaucratic and social logic.The study further finds that institutional logic influences project results through the interaction of multiple subjects.The result of the operation of the differentiated project is the product of the mutual penetration and collision of multiple institutional logics.Different institutional logics have different influences on project practice results.During the project operation of the Women's Federation,the hierarchical control mechanism of the two-level Women's Federation at the district and street,and the invisible asylum mechanism between the Streets Women's Federation and Social Organizations have had an important impact on the differentiated project practice effects.
