In the development of modern society,housing has gradually become a commodity in the market,but in essence,right to housing is a human right.According to the definition of international law,we can know that adequate housing means the right to secure land use-without fear of eviction or the loss of houses and land,which means that each of us should live in a place that integrates with our own cultural background and has access to appropriate public services,schooling and employment.Although many important international human rights conventions explicitly provide for the protection of citizens' right to adequate housing,from the perspective of each specific country,many treaties are not really implemented.In this context of the international environment,in view of the close relationship between the right to adequate housing and the lives of millions of people around the world,and in full compliance with the indivisibility of human rights,it is necessary for this paper to explore appropriate government policies and programs from the perspective of international law,including the improvement of specific domestic housing system,to implement this human rights,and to protect the fitness of citizens from the perspective of international human rights The right to adequate housing.Based on this,this paper intends to study the right to adequate housing from four parts.The first part starts with the definition of the right to adequate housing,and analyzes the scope of the right subject and the obligation subject of the right to housing.As the right subject of the right to adequate housing,the state,as the obligation subject,should fully fulfill the obligation of protection,and reasonably maintain and perfect the object of housing right,housing.The content of the right to adequate housing determines its indivisibility with human rights.As a basic right,it is directly related to the vital interests of each of us.This requires that each of us have equal and non discriminatory access to the right to adequate housing,as well as a livable housing environment and freedom from forced evictions.The second part is about the concept of the right to adequate housing and its development process.From the perspective of international law,this paper analyzes how the right to adequate housing is embodied in international human rights law,and discusses the necessity of protecting the right to adequate housing from the perspective of human rights.Finally,it introduces the current situation of the protection of the right to adequate housing in the world,the gap between developed and developing countries,as well as their advantages and disadvantages.The third part discusses what kind of state obligations the state should fulfill in the right to adequate housing as the subject of obligations.The first priority should be respect for obligations.We should respect the right of citizens to choose and manage their own houses freely,and put respect for obligations first,that is to say,freedom and democracy in human rights first.Secondly,the government should fulfill the obligation of protection and realization.Only by defining the ways and channels of relief and regulating the relevant legal provisions and documents of housing rights,can the state protect the right to adequate housing be feasible and steadily promoted.The fourth part focuses on the realization of the right to adequate housing to provide the corresponding solutions.The first is to use the supervision and management role of international social organizations to strengthen dynamic monitoring.Second,strengthen international cooperation and assistance.Third,we need to implement the protection of the right to adequate housing within each country.We need to start from the aspects of housing legislation,scientific planning of housing areas,improvement of housing financial security system,and increase of affordable housing supply.Only by actively establishing a housing security system that matches the national conditions,can countries truly implement human rights to ensure the basic dignity of human beings.
