Research On The Deviation Of Rural Subsistence Allowance Target

Target is a key link in the process of low policy effective operation,19 big report,xi general secretary pointed out that rural residents policy as an important part of our country's social stability,can achieve precise targeting,targeted therapy,good line,safeguard people's right to survival and development,difficulty is fight poverty to be completed,the key to build a well-off society in an all-round way in 2020.At the present stage,there are many researches on the subsistence allowance policy in the academic circle,but few results on the targeting problem.Therefore,this article mainly adopts qualitative research method,using the theory of public policy implementation,mainly in S city Q town to carry out the investigation and research,to the present state of Q town,aim at the implementation of the villages,the targeting effect of whether there is deviation calculation sample,from the low target of policy mechanism,the implementation process,from three aspects of dynamic management,in-depth policy aiming at the problems in the process of villages,and combining the theory of public execution model from the policy system,executive subject,target groups,implementing environment four aspects explains the causes,on the basis of the above puts forward Suggestions for the improvement aiming at the effect.The study found that,with the advancement of precise governance work in rural areas,the work of subsistence allowance has been constantly improved,and some effective aiming methods have been explored,but there is still some phenomenon of aiming deviation in aiming,and the existence of leakage and wrong rate of insurance.The deviation of target targeting indicates that there are still many problems in the course of rural subsistence allowance.In the targeted policy mechanism,there are some problems,such as the reduction of targeting effect of the poverty alleviation policy,welfare dependence caused by the superposition of welfare,and insufficient publicity of the policy.In the implementation process of targeting,there are some problems,such as the weak force of the grassroots execution team,the weakening of the application for community nomination,the difficulty in verifying the family operating income and the transfer income,the unfairness of the democratic evaluation,and the inability to combine high precision with low cost.In the follow-up management of the loafer,there are some problems,such as the untimelywithdrawal of loafer and the absence of social organization management.The reasons for these problems are as follows: at the policy system level,the incentive and punishment mechanism of subsistence allowance is not perfect,and the dynamic verification mechanism is not sound;At the level of the main body of the implementation,the "broker" orientation of the grass-roots cadres and the low attention paid to the aim of the subsistence allowance,and the weak binding effect of the grass-roots autonomy;At the level of target groups,villagers' awareness of participation and supervision is weak,and their understanding of the concept of rights and responsibilities of subsistence allowance is biased.The implementation of environmental aspects is mainly influenced by the pattern of difference in the village,the influence of the culture in the village and the influence of the structural characteristics in the village,such as the degree of village unity,the number of ethnic groups and the number of people going out.Therefore,The government,the personnel of the subsistence allowance agency,the "two village committees",the poor groups and the public should work together to improve the accuracy of targeting.Improve the mechanism to raise the level of rural subsistence allowance assistance;Precise implementation,and pooling the management and cooperation of all parties;We will strengthen management to ensure transparency in the targeting of subsistence allowances.
