Drugs are the enemy of all mankind.Since its birth,it has brought endless disasters to human beings,the destruction of life,the collapse of families,and the economic problems,social problems,and war crises caused by drugs.Trouble and hinder the survival and development of mankind.The drug problem has seriously disrupted social security and brought a major threat to social stability.We have entered a risk society.The drug problem is also a manifestation of a risk society.The theory of risk society was born in the development of modernization and has distinctive characteristics of the times.It is the use of institutional measures to deal with and resolve different risks.The drug problem is a relatively complicated social problem,and has close ties with government departments,social groups,and individuals.China's drug prevention and control system is gradually improving,which puts higher demands on government departments at all levels to deal with drug problems.Need to constantly explore new ideas and improve governance capabilities.This article combines the current drug situation in Hohhot City and the actual situation of drug control,through the author's investigation,analysis and summary,taking the risk society theory and social governance theory as the theoretical basis,using the survey research method,literature research method and comparative research method to draw on the premise of the experience of drug prevention and control in foreign society,the current specific problems and causes of drug prevention and control in Hohhot were summarized,and then from the three aspects of government organization leadership,public participation and drug control cooperation Specific path,put forward corresponding countermeasures to prevent drug risks.
