Research On The Satisfaction Degree And Optimization Countermeasure Of The Birth Welfare Policy In Liaoning Province

Population problem plays an important role in the politics,economy and culture of each country and even the whole world,and fertility problem has a great impact on the development of the country and even the world.However,population aging in liaoning province is affected by population inertia and cycle effect,and its aging degree is obviously higher than the national average level,which has already entered the stage of deep aging.The birth rate in liaoning was 6.6 percent in 2016,compared with a national average of 12.95 percent.Since 2016,the birth rate in liaoning province has been in a state of continuous decline,with low fertility intention and low fertility level,which is an urgent problem facing the population of liaoning province.The implementation of the universal two-child policy in 2016 has not achieved good results in liaoning province,and the population's fertility intention is affected by many factors,among which the most important one is the fertility welfare policy.In order to improve the fertility level of residents,this paper focuses on the improvement of fertility welfare policy.Firstly,a questionnaire survey was conducted among residents of 14 prefecture-level cities in liaoning province,which revealed that the main reasons for residents' low fertility intention were the imperfect infant and child care system,the imperfect maternity leave system,the low participation rate of maternity insurance and the discrimination of employers against female employees.Then USES multiple regression model to analyze the family welfare policy satisfaction,liaoning province,in the process of research and analysis,the author found that residents in liaoning province on family welfare satisfaction by perfecting the birth insurance system,setting up male paternity leave,encourage men to participate in infant and young child care and housework,standardization of child custody agency system,decrease the cost of childcare,improve women's development policy,to increase employment opportunities,improve women family tax breaks.Finally,in order to improve the satisfaction of the fertility welfare policy of liaoning residents,improve their fertility willingness and fertility level,the author optimized the fertility welfare policy.The main body of the maternity insurance payment in liaoning province is diversified to reduce the economic burden of the employing units and reduce the gender discrimination of female employees.Improve the maternity leave welfare system,so that childbirth is not only the responsibility of women,men also participate in it,share the responsibility;As well as the Shared responsibility of men and women,infant and child care is one of the main causes of the current decline in fertility.At the same time,raising children also needs economic support.Providing family with maternity tax reduction and exemption reduces the cost of raising children and is conducive to raising their enthusiasm for bearing children.And the construction of public service infrastructure has provided women with more perfect reproductive security.
