The environmental protection inspection system is the Party Central Committee and the State Council in order to urge the local party and government systems to effectively fulfill their environmental responsibilities and responsibilities,and promote the realization of party and government responsibilities in the field of environmental governance,in order to respond to the problem of the lack of party and government environmental responsibility behind the worsening environmental problems.From its system logic,the environmental supervision system is an original environmental supervision system with "Chinese characteristics" created by the Party Central Committee and the State Council to supervise the local party and government to fulfill their environmental responsibilities.From the perspective of administrative power,environmental supervision power represents an extension of the environmental administrative power of the central government under the framework of vertical division of intergovernmental environmental administrative power,which contains the supervision power of the superior government to the subordinate government.At present,the environmental supervision system plays an important role in urging the local Party committee and government to fulfill their environmental responsibilities and solve major environmental problems.However,the endogeneity of the division of governmental environmental powers seriously affects the effectiveness of the system.Therefore,it is of great significance to explore and improve the environmental supervision system under the actual structure of the division of environmental affairs among governments,so as to promote the coordinated governance of central and local governments and build a modern environmental governance system.Environmental supervision system is a unique system of environmental supervision in China.There is no corresponding and referential system outside the country,but its practical experience has attracted wide attention of academia and society.Domestic research on environmental supervision system is still limited to discussing how to improve the system from the path of rule of law,hoping that it willbecome a conventional and sustainable environmental governance mechanism,but there is little research on the problems and shortcomings of the system itself from the perspective of the division of environmental powers between central and local governments.The current academic achievements are still insufficient in summarizing the influence of the central and local environmental power allocation framework on the sound operation of the environmental supervision system.Therefore,from the perspective of endogeneity of the division of environmental affairs between governments in China,this paper expounds the functional value of environmental supervision system in promoting and ensuring the performance of environmental affairs by governments at all levels.At the same time,based on the status quo of its implementation,through the analysis of local government response strategies,to examine its existing problems and shortcomings,and further analyze and compare the experience of central government in environmental supervision and administration of local governments under the division of environmental powers among different countries,and draw reasonable factors from it.Finally,it puts forward suggestions to improve the environmental supervision system under the framework of intergovernmental division of environmental affairs,to formulate administrative laws and regulations,to correctly deal with the relationship between supervision and "Regulations",to standardize the implementation of accountability,to build a legal supervision and public participation guarantee mechanism,so as to promote its supervision effectiveness and to promote the formation of a joint force of central and local environmental governance.
