The Research On Optimization Of The Reform About Supervision System At The County-level Path In China

The essence of supervision is the supervision of public power.Power supervision is an organic part of our traditional political system,and effective supervision of power operation is the inevitable requirement of modern political civilization.Since the 18 th and 19 th National Congress of the CPC,the party and the state have made major strategic plans for the reform of the supervision system,which is not only for the political needs of improving the internal supervision system of the party and the state,but also for the practical needs in the new situation of the fight against corruption.The adoption of the supervision law of the people's Republic of China and the establishment of the supervision committees at all levels mark that the reform of the supervision system has entered the "second half" stage of performing duties according to law,exploring practice summary and continuously optimizing feedback.In this paper,to promote the continuous optimization of grass-roots supervision system reform as the starting point,the research object is positioned as "county level supervision organization and system".First,because the county-level supervision system is the foundation of the whole supervision system in China,it can play an important role in connecting the preceding and the following.The effective and actual effect of the county-level supervision system can directly affect the overall situation of the whole supervision work.Second,"supervision system" covers a wide range in a broad sense.From its narrow sense,taking "organization" and "responsibility system" as the starting point,it has more practical significance and reference for the continuous optimization of the current County-level grass-roots supervision reform.Everything is going smoothly.From the perspective of Xi Jinping's anti-corruption theory and methodology,the reform,development and perfection of supervisory organization and system are by no means empty.It is not plain sailing.It is based on fully understanding the predecessors' practice and combining with the needs of the new situation.Throughout the history of supervision in ancient China,the local supervision system in the Tang and Song Dynasties is of symbolic significance.Its "typical" and "innovative" and effective supervision organization and system construction are worth in-depth analysis and study of the experience and lessons at that time.Compared with the current County-level supervision reform vertically,it can promote the reform better.Based on the theory of power supervision and restriction,this paper takes the supervision reform of Guangzhou City as the background,and takes the reform of a district's supervision organ and its supervision function extending to the next level as the research case.Through the methods of structural interview and empirical data collection,this paper studies the three difficulties encountered by the county-level supervisory organs in the reform of supervisory "organization" and "system" : the shortage of human resources,the structural shortage of supervisory cadres,and the lack of relative independence of institutional organizations.This paper analyzes the practical reasons for the obstacles: the "three no increase" of supervision force in the reform,the mismatching between the quality of supervision cadres' transfer and the post demand,and the inversion of the relationship between supervision and personnel.Through the study of relevant ancient literature and works,this paper summarizes the successful experience and failure lessons of local supervision in the Tang and Song Dynasties from two aspects of horizontal comparison of "organization" and vertical comparison of "system",which provides historical reference for the county-level grass-roots supervision and the downward extension of supervision function under the new situation,summarizes the conclusion that the reform and optimization should be guided by "practical problems",and clearly optimizes the construction according to the problems Discussion: from the macro perspective,the fundamental motivation of the people and the main responsibility of the county Party committee should be taken as the optimization direction;from the micro perspective,we should pay attention to the design of a relatively independent next level supervision system,improve the selection and appointment,strengthen business training,expand the participation of the people and attach importance to public opinion supervision.This paper has certain reference value and practical significance for other grass-roots units to pay attention to supervision reform and put forward new ideas of construction and improvement.
