Research On The Optimization Of Market Supervision Function From The Perspective Of County Government Organization Reform

The third session of the 19th National Congress of the Communist Party of China decided to reform the party and government institutions in 2018,and once again made in-depth adjustments to the State Administration.As the eighth large-scale government organization reform since the reform and opening-up,this government organization reform has important and far-reaching significance to the modernization of national governance system and governance capability,and to the management of national and social economy.County-level government,as an organization level that plays an important and fundamental role in the government structure of our country,is the government organization to face the public directly in the process of the whole policy implementation and function exertion,its main function is to provide basic and high-quality public services to the county public.Therefore,the function of the county government is very important,and how to solve the problem of optimizing the function of the government is an important direction that the government needs to pay attention to and consider,which has far-reaching influence on maintaining social stability and promoting social development.The optimization of government function is the process of setting up,canceling,changing and increasing or decreasing the functions of government departments to ensure the effective realization of functions.This paper takes the optimization of market supervision function under the reform of county government institutions as the research object,and from the perspective of the reform of county government institutions,analyzes the reform situation and function evolution of y county market supervision bureau in 2018 through in-depth research on the spot,this paper probes into the problems existing in the optimization of government functions in the process of county-level government reform.Through the research,we found that there are the following problems:First,the market supervision strength and the market development speed"derailed",although the market scale develops rapidly,but the market main body's supervision is not in place;Second,there is a lack of effective integration of market regulatory capacity,and although the market regulatory team has grown in strength,the market regulatory capacity is not in place;Third,comprehensive market regulation is not in place,although market regulation is more comprehensive and the regulatory approach is ossified and backward;Fourth,the integration of market supervision rules and regulations is slow,the contradiction of market supervision is more complicated,and the market supervision rules and regulations are imperfect and imperfect.The reasons are as follows:insufficient preparation for reform,the lack of system design matching the reform of market supervision,the lack of impetus for the integration of new market supervision culture,the imperfection of organizational personnel management system,and the lack of regulation of organizational personnel relations,the lack of awareness of thinking with the Times.In the light of the above research,this paper puts forward suggestions for the optimization of the functions of county-level market supervision departments:First,establish a new concept of market supervision,scientifically construct the internal structure,and shape a new organizational culture of market supervision,we will strengthen the building of a new type of market supervision cadre force,optimize the service-oriented supervision function,and fully enhance the supervision capacity and service level.We want to solve the problem of government departments to optimizes their functions and thus further improving their administrative effectiveness.
