Before the national tax and fee reform,the state extracted resources from rural areas through the “three mentions and five s ? stems” resource retention method,and completed resource extraction through highly organized village-level organizations.The results-oriented index method made village-level organizations manage at the village level.In the absolute institutional discourse,the village-level organization directly deals with the villagers on behalf of the state's administrative will,and gains governance resources and governance power in the pattern of interest distribution.Institutionalized power makes private governance the most important village governance logic.After the national tax and fee reform in 2003,the state shifted from industrial resources to industrial resources,and transferred public resources to rural areas.A large number of resources went to the countryside,and the institutional background changed.The governance role of grassroots organizations also began to change.Village-level organizations were “institutional”."The decline of authority in the country has become a general trend.The governance role of village-level organizations has undergone subtle changes in the relationship between villagers and villagers,and has been transformed into village service providers who have joined the national resources to enter the village.In many agricultural villages with sparse resources,even if the country has a large number of administrative tasks to go to the countryside,the grassroots organizations also use the "strategicism" to flexibly use the country's "soft indicators to be hard-indexed" and "formal administration" to eliminate administrative pressures,acquaintance society.The logic of private governance still plays a powerful role.Based on this,this paper uses the method of drawing and comparison to present the same action logic,participation process and role in the different villages,such as township government,village organization,village elite,endogenous clan,nail house,etc.through rich experience materials.For the agricultural villages with sparse resources,the different grassroots governance practices and results of Zhejiang Y Village and Hubei S Village,and the county and township governments and sparse village-level governance that Y Village faces in the process of private governance.Power and resources,the group leader of "grievances",the nails of the bamboo poles,the "profit-making" masses that are ready to go,and the shrinking public opinion.Specifically,the village-level private governance logic mainly has the predicament of public authority,the dilemma of governance rules,the dilemma of governance justice,the dilemma of governance,and the dilemma of governance resources,thus exploring the impact of private governance on the legalization of state power and the governance of village-level organizations.The dilemma and the importance of activating village governance publicity to grassroots governance.Based on a large amount of empirical data,this paper reveals the dilemma of the application of private governance in grassroots governance through comparative analysis of two villages with similar resource endowments but different governance logics,and attempts to recreate village publicity through targeted mobilization logic.The main objectives are as follows: First,under the absolute decline of governance resources and governance authority and the result of governance and governance,the use of private governance has become the most comfortable and habitual governance logic of village cadres,but experience shows that private governance is in governance.In the process,not only the massive consumption of village resources increased the cost of governance and further reduced the space for governance,but also the integrity of the village and the alienation of the village governance subject,which ultimately led to the governance dilemma.Secondly,it explores how to give play to the subjective status of the villagers in the process of governance,promote the connection between the national resources and the real needs of the villages,and activate the publicity of the village's internal publicity to carry out the governance mobilization and democratic consultation mechanism of “multi-subject involvement and embedding good governance”;Thirdly,under the background of the institutional framework of national governance modernization and the input of large amounts of resources from the state,the governance capacity of the main types of agricultural-type villages and how the governance system can adapt to the requirements of national governance modernization,and the realization of rural basic governance modernization Provide a little experience to be a valuable reference.
