Research On Rural Chinese Communist Party(CCP) Member Recruitment In A Scope Of Village-level Governance

Chinese Communist Party (CCP) members in the rural areas are excellent groups and take important responsibilities in communicating, propagandizing, organizing, unifying the massive, and carrying out the Party’s policies. Additionally, they play a fundamental role in constructing the new socialistic village. To recruit the rural CCP members is a key part to build the party organization, which is also meaningful to bring the Party organization at the village level into play and improve the village-level governance. Currently, from the status quo of the rural CCP members role-playing, there are many problems affecting the function of party organization at the grass root and playing a negative impact on village-level governance, which are worthy discussing and studying.According to the governance theory, the organization theory, the system economics theory, the human resource management theory and the Party management theory, this paper takes Jinan Licheng District as an example to discuss and study the status of role-playing of the grass root party organization and the reason for affecting the village-level governance and therefore find a solution.First, the paper will discuss the basic concept and theory of CCP rural member recruitment in a scope of village-level governance.Second, the paper will take Licheng District as an example to analyze the status quo of CCP member recruitment in the rural areas and the impact on the village-level governance and, this will reveal the problems in motivation, quality, quantity, process of member recruitment.Third, from the various aspects:CCP member recruitment concept, System construction, village-level organization construction, backup talents and training, the paper will analyze the problem of CCP member recruitment and try to find the in-depth reasons.At last, this paper will propose countermeasures of party members’recruitment and promotion of village-level governance. The countermeasures should be proposed in terms of improving awareness of responsibility, innovating nurture mode, strengthening recruitment process, refining system, etc. These measures should be able to ensure the rural party members to play the main role and to help the construction of a new socialist countryside.
