In the early 1980s,with the Soviet invasion of Afghanistan,relationship between the United States and the Soviet Union deteriorated sharply.After the US President Ronald Reagan took office,he exerted pressure on the Soviet Union and caused panic in the Soviet Union.The Soviet decision-makers believed that the NATO countries were preparing to launch a nuclear missile attack against the Soviet Union,so they carried out operation Ryan,and intended to use the intelligence activities to warn the upcoming"nuclear attack" in order to make a pre-emptive response when the war arrived.Operation Ryan was the largest intelligence operation of the Soviet Union in peacetime,and almost all of the Warsaw Pact intelligence agencies were involved.Operation Ryan reflects the misjudgment of the situation by Soviet policymakers.It reveals a series of problems in the Soviet Union's intelligence work,which deserves our attention and will be helpful for our early warning system.According to the logical sequence of background,development,upgrading and ending,this paper conducts a comprehensive study on operation Ryan,with careful research and analysis.This paper is composed of five chapters.Chapter one is the introduction which solves the problem of research.Methodology and paper structure.Chapter two reviews the background of operation Ryan and points out the reasons for the operation.Chapter three analyzes the Soviet Union's assessment of US intentions and tease out the initiation of the operation,participation institutions,intelligence gathering,the reaction of the US to operation Ryan and its ending,etc,and strives for the original nature of the operation.Chapter four summarizes the problems of the action and the corresponding analysis of the reasons.Chapter five is based on the nature of Ryan operation,and put forward some suggestions on early warning intelligence,which may be of use to our early warning system.
