Study On Optimization Of Annual Target Responsibility Assessment Scheme Of Y Municipal Government Department

The report of the 19 th National Congress of the CPC clearly stated that the government should transform its functions,improve the quality and efficiency of its work,innovate the working mode of government departments with scientific management,and improve and enhance its efficiency.The implementation of annual target responsibility assessment is an effective way to improve the quality and efficiency of government work and enhance the effectiveness of government governance.The paper uses the management by objectives theory,the new public management theory and the performance appraisal correlation theory,takes the questionnaire survey method as the main research method.On the basis of introducing the annual objective responsibility assessment scheme of y municipal government department,this paper finds out the problems existing in the annual objective responsibility assessment of y municipal government department through questionnaire investigation,and analyzes the reasons for the problems.On this basis,this paper puts forward some countermeasures to optimize the annual objective responsibility assessment program of y municipal government.It is found that there are three problems in the annual target responsibility assessment of y municipal government,such as unreasonable composition of assessment subject,unsmooth operation and low level of informatization.The main reasons for the above problems are as follows: the unscientific top-level design restricts the effective implementation of the assessment,the lag of the supervisory feedback mechanism restricts the effective operation of the assessment,and the insufficient use of the results weakens the incentive ability of the assessment.In view of this,it is suggested that the y municipal government department should start from the following aspects,optimizing its annual objective responsibility assessment scheme: First,optimizing the top-level design to improve the overall assessment effectiveness by strengthening the unified leadershipof the assessment work,scientifically setting up the assessment index system,and improving the assessment assessment assessment assessment methods,etc.,in order to solve the problem that the main body of the assessment is unreasonable,the second is to establish and perfect the monitoring and feedback system to ensure the effective operation of the assessment The third is to strengthen the effect of the examination by opening the relevant information,establishing and perfecting the reward and punishment system of the examination results,so as to solve the problems of the low level of the examination informationization.
