A Study On The Optimization Of The Target Responsibility Assessment System Of Grass-roots Government

In the 1990 s,in order to transform governmental functions and build a service-oriented government,our government began to explore the related work of performance management.Based on our reality and applying the western target management theory,we formulated and implemented the target management responsibility system.At the present stage,the target responsibility assessment is a common pattern in the government performance appraisal in our country.However,there are still some defects in the target responsibility assessment of the local governments at all levels in our country.Therefore,we should constantly revise and perfect it.This paper takes Yongshou County as an example and adopts a combination of theoretical and empirical research methods.Through the development history of the target responsibility assessment work of Yongshou County,the main body of the assessment,the assessment process and methods,and the review of the assessment results,we find that Yongshou County's target responsibility assessment work has a single subject of assessment,irrational assessment procedures and methods,unscientific assessment indicators,inadequate application of assessment results,etc.The author further analyzes the causes of the problems and in chapter 5 proposes ways to optimize Yongshou County's target responsibility assessment system,and builds Yongshou County's annual target task assessment index system based on the balanced scorecard method.This study believes that: Yongshou County's target responsibility assessment work should strengthen institutionalization of target responsibility assessment,optimize target liability assessment subject,improve process and methods for target responsibility assessment,scientifically set target responsibility assessment index,and strengthen application mechanism of assessment results.
