The traditional measure to hunt down suspects involved in corruption is extradition.When extradition is not possible,alternative measures should be actively used to achieve the purpose of pursuit.Repatriation measures for immigrants are alternative measures for extradition that are frequently used in China's pursuit of escape.The United States has always strictly adhered to the "treaty preposition" of extradition,and there is no extradition treaty between China and the United States,and it cannot be pursued through extradition.Therefore,it is particularly important to use repatriation measures to achieve the pursuit of escape in the United States.The first part of the paper introduces the repatriation system of illegal immigrants in the United States,including the provisions on repatriation and control of illegal immigrants in the Immigration and Nationality Act,the Immigration Reform and Control Act of 1986,and the Illegal Immigration Reform and Immigration Responsibility Act of 1996.Besides,it also includes an introduction on affairs management law enforcement agencies and repatriation procedures,as wellas the United States' exceptions to the repatriation of illegal immigrants.The second part analyzes the significance of the illegal immigration repatriation system of the United States to the pursuit of escape.The absence of extradition measures in the pursuit of escape in the United States,and the urgency of pursuing escape in order to combat corruption crimes have determined that repatriation measures must be applied to pursue the escape.At the same time,the unique advantages of repatriation measures,the strengthening of Sino-US judicial cooperation,and the promulgation of Trump's new policy on illegal immigration control have also created the possibility of using repatriation measures to pursue escapes in the United States.The third part discusses the difficulties of using the U.S.illegal immigration repatriation system to pursue escape,including legal obstacles such as capital punishment,torture,and non-extradition of political prisoners.And repatriation measures are inexperienced in the United States.In the fourth part,based on the current dilemma of the repatriation work,it puts forward the improvement suggestions of using the American repatriation system to realize the pursuit.In the pursuit of escape,the state can strengthen the construction of relevant systems,improve the setting of escape agencies,and form a professional team to pursue escape.At the same time,it is necessary to submit evidence materials in accordance with the provisions of the American Evidence Law,and seek ways to resolve legal dilemmas with a positive attitude.In addition,because the foreign criminals involved in corruption enter the United States will be divided into legal and illegal situations,in this case,different strategies should be applied to deal with.
