Research On Government Administration Of Child Abuse Risk In Private Kindergartens

In recent years,child abuse by kindergarten teachers occurs frequently,especially by private kindergarten teachers,which has become a hot issue of public concern.In China,preschool education institutions include public kindergartens,private kindergartens and early childhood education institutions,the government supervises the operation of kindergartens according to law.However,private kindergartens have diversified subjects,frequent accidents of safety responsibility and high risk of child abuse,which to some extent reflect the deficiencies of the government and its administrative departments in the administration of child abuse risk in private kindergartens.Under the guidance of public product supply theory and risk management theory,this paper collects and organizes data,analyzes relevant laws and regulations,and takes samples for interviews and surveys.It also combines case analysis,comparative analysis and other methods to conduct research and analyze the problems and causes of the government administration of child abuse risk in private kindergartens.From the perspective of public management discipline,this paper puts forward the optimization strategies for the government management of child abuse risk in private kindergartens in order to provide reference for reducing the child abuse risk in private kindergartens.Based on the case study of G district,it is found that at present,the main regulatory agencies that the government administers the child abuse risk in private kindergartens are divided into national regulatory agencies and local regulatory agencies.At the national level,there are the Education Supervision Committee of the State Council and the Central Education Administration,and at the local level,there are the Education Supervision Offices and local education administrations of the people's governments at all levels.Education administrative department,civil affairs department,industry and commerce department,public security department and other administrative departments have clear division of roles.The regulation content covers all aspects of the operation and development of private kindergartens.Among them,the regulation on the child abuse risk in the teaching process of private kindergartens teachers mainly refers to the supervision on the level of kindergarten management and the construction of teacher team by the educational supervision organizations and educational administrative departments of the government.The risk regulation mechanism of child abuse in private kindergartens mainly includes the examination and verification mechanism of kindergarten application,the evaluation mechanism of kindergartens running quality,the management mechanism of teacher team,and the punishment mechanism of liability accident.In the context of the increasingly perfect education system in China,the government and its administrative departments still have the following problems in the process of regulation of private kindergartens,such as hidden risks of child abuse in private kindergartens caused by government management loopholes,frequent incidents of child abuse caused by uneven quality of teachers in private kindergartens,and low cost of child abuse caused by imperfect punishment system of liability accident.The main causesof the existing problems are analyzed as follows: the fundamental reason is that the government's awareness of the risk management of child abuse needs to be improved.The direct reason is that the lack of protection of the rights of private teachers affects the construction of teaching staff.The external reason is that the lack of supervision and laws leads to the lack of legislative guarantee for the management of child abuse..Drawing on the successful experience of domestic and foreign kindergarten regulation,combining international perspectives and local practices,this paper proposes the government regulation optimization measures for the child abuse risk in private kindergartens: strengthening the government administration of the child abuse risk in private kindergartens is the fundamental guarantee;Paying attention to the child abuse risk management of private kindergarten teachers is the direct guarantee;The establishment of a government administration system for child abuse risk in private kindergartens is an institutional guarantee.Through the optimization measures in the above three aspects,it is expected to improve the government administration system and practice of child abuse risk in private kindergartens,effectively curb the child abuse risk in private kindergartens,and create a safe educational environment for children.
