At present,China advocates the construction of a service-oriented government and puts forward the reform requirement of "putting out the management service",aiming at improving the quality of service for the people and establishing a government that the people are satisfied with.As an important part of the state machinery,the public security department has not only the functions of maintaining public safety and social stability,but also the functions of ensuring people to live and work in peace and contentment and providing public goods and services for the society.With the transformation of government functions,the new public management movement concept with performance evaluation as its core has been deepening,civic awareness has been strengthened,and the requirements for government departme nts' performance awareness have also been gradually raised.In recent years,the financial investment in the public security department has increased,the content of public security special funds has become increasingly rich,and the scale of expenditure has maintained a relatively stable growth rate.However,in the funding arrangements,attention has always been paid to the fight for funds and the compliance of the use of funds,and the benefits of funds have been relatively neglected.However,the benefits of special funds not only directly affect the work of departments and the performance of their duties;The application of performance evaluation results can also serve as an important basis for budgeting and become a basic link in budget management.At the same time,as an important part of the current government performance management,performance evaluation is also an effective way to realize citizens' participation in politics and to contact citizens and the government.Under the new situation,different performance evaluation policies and performance evaluation systems have been issued in various places,but the performance evaluation of public security special funds is still in preliminary exploration.By using the methods of literature analysis,questionnaire survey and interview,and through in-depth investigation and investigation on the current situation of performance evaluation of special public security funds in G city of Guangdong province,this paper studies the current situation of performance evaluation of special public security funds in G city,including the development of performance evaluation work,the construction of performance evaluation system,the performance evaluation index system and indicators,the satisfaction of the organization with performance evaluation,etc.Based on the relevant principal-agent theory and the validity-effectiveness-utility logic model,the paper analyzes the existing problems,including unreasonable index design,insufficient application of performance results,and failure to reflect value rationality,and analyzes the existing defects in the administrative characteristics,traditional culture and administrative system of public security departments and the internal structure of performance evaluation management,and tries to put forward suggestions for the performance evaluation of financial special funds,so as to promote the improvement of the performance evaluation of public security special funds and the improvement of the service quality of local publ ic security undertakings,and provide reference for the improvement of the government performance management system.
