On the basis of discuss the historical background, the theoretical basis, the concept of performance evaluation and the relationship with performance management, this essay combine the domestic and international examples of police performance evaluation, and investigate the practice of the municipal public security systems in China. Find that there are many problems exist in security systems.with the development of the performance evaluation it gradually revealed some problems, These problems are as follows: incorrect understanding of the performance evaluation, lack of institutional and legal systems of performance evaluation, the implementation methods of performance evaluation are also relatively simple and there are not many people participate in the performance evaluation, etc. Social interests and what the people are most concerned are most important factors to performance evaluation. Public satisfaction is the most critical factor to evaluate the public security work.On these issues, this article told us how to carry out the performance evaluation from management perspectives. Firstly, we should establish the correct values and concern with the principles of performance evaluation activities which can give proper guidance to it. Secondly, in order to apply the legal and organizational security to performance evaluation we should establish and improve the institutions and laws. At the same time, enhance the scientific and credible level of the performance evaluation by use the scientific methods. At last, pay attention to the diversification and absorb all walks of life participate in the performance evaluation in order to reflect the democracy and fairness. And improve the credibility letter and efficiency.
