The DOING BUSINESS 2020 shows that China's business environment is improving year by year,rising to 31 st place in the global ranking from 46 th last year.A good business environment can provide legal and institutional guarantee for the development of enterprises,as well as social resources such as talents,capital and infrastructure,as well as active market environment and high-quality living environment,so as to attract innovative enterprises and talents to settle in,and to a certain extent enhance the level of science and technology innovation.On the other hand,high-level science and technology innovation can increase the output value of the tertiary industry and help cities achieve industrial transformation and upgrading.New technologies and products brought by science and technology innovation can effectively improve social services and infrastructure,reduce the cost of enterprise activities,attract more enterprises to enter the market,and help create a good business environment.The development of a good business environment and the promotion of science and technology innovation are the two major goals of city construction.Taking guangdong province as an example,this paper studies the relationship between business environment and science and technology innovation,analyzes the overall coordinated development of business environment and science and technology innovation,as well as the correlation and cause-and-effect relationship between various elements of the two systems,and provides relevant suggestions for urban developing business environment and science and technology innovation.Based on previous studies,this paper firstly constructed the evaluation system of business environment and regional science and technology innovation,and adopted the coupling coordination degree model to analyze the overall coordinated development level of business environment and science and technology innovation of each city in guangdong province.The study found that the overall coordinated development level of business environment and science and technology innovation in pearl river delta cities was significantly higher than that in other cities,and the coordinated development level of business environment and science and technology innovation in guangdong province showed the characteristics of decreasing from the two central cities of guangzhou and shenzhen.Secondly,in order to study the correlation between the elements of business environment and science and technology innovation system,this paper uses the canonical correlation analysis to analyze the reduced dimension variable groups,the study found that the overall soft environment,market environment,social service of business environment have the positive relationship with the main innovation inputs and the overall innovation outputs of science and technology innovation,improve the business environment and enhance the level of science and technology innovation should focus on these aspects' optimization.Finally,this paper conducts the granger causality test to analyze the causal relationship among the elements,and the results show that there is a two-way causal relationship between the overall soft environment,social services and the main innovation inputs,and the early changes of the market environment will cause the change of the major innovation inputs,and the reverse is not true.Improving the overall soft environment,social security,market environment and social services in the business environment can promote the increase of overall innovation outputs,in which the impact of social security on the overall innovation outputs will take some time to emerge.On the contrary,the improvement of the overall innovation outputs will effectively improve the overall soft environment,social security,market environment and social services of the business environment.
