Evaluation Of The Provincial Business Environment In China

The business environment is an important manifestation of a country’s economic strength and overall national strength.It is an important point to further stimulate mass entrepreneurship and innovation in the whole society.Today,the reform of the business environment is in full swing.Various localities have launched the "one run at most" reform and reduced the number of business days to improve the business environment.Business environment evaluation plays an important role in promoting the reform of the business environment and narrowing the regional differences in the business environment.A good business environment can help local economic development,and the level of economic development can also promote the optimization of the business environment.A good business environment will often continue a better and better development trend,and can also show obvious space spillover effects to promote the optimization of the business environment in surrounding areas.The evaluation of the business environment includes three aspects: first,one is to make comprehensive evaluation of the level of business environment through the construction of a comprehensive evaluation index system;the second is to analyze the score of the business environment in each province to make the evolution of regional business environment trend and space spillover effect;the third is to evaluate the coupling relationship between regional business environment and economic growth.The existing literature only focuses on the comprehensive evaluation of the level of the business environment.Through three aspects of the evaluation,this paper can get a more systematic evaluation conclusion of the regional business environment.Based on the connotation of the business environment and the achievements of the existing literature,the government and commercial institutions integrate the dimensions of the macro environment dimensions of the economy,culture and medical care with the academic environment to build a more complete business environment evaluation index system.The index system includes 7 first-level indicators and 23 second-level indicators,including government service environment,human resource environment,factor cost,financial environment,basic implementation,economic environment and innovation environment.Based on the annual data of 31 provinces from 2010 to 2020,the entropy method evaluates the business environment in China.The main conclusions are as follows:(1)Tianjin,Zhejiang and Beijing rank the top three,and the business environment score is higher than 0.5;(2)the business environment in the eastern coastal provinces is high,such as Jiangsu and Shanghai;(3)the business environment in the western region is relatively low,with the lowest.In this paper,the spatial and temporal evolution of the provincial business environment is analyzed from the two dimensions of time and space.Then,the time differences of different regions are calculated by the Tyre index,calculated the Moran index by drawing the heat map,and explored the spatial evolution law by using the spatial convergence model.The findings found:(1)the difference in the eastern region and the central region causes the difference in the region;(2)the comprehensive score of provincial business environment is mostly high-high agglomeration or low-low agglomeration;(3)the gap between high comprehensive business environment and provinces with low comprehensive business environment is decreasing,and the gap between provinces with high comprehensive business environment and provinces with low comprehensive business environment takes about 24 years.This paper further discusses the coordination relationship between economic growth and the business environment,and analyzes the coupling degree between economic growth and business environment.It shows that:(1)the business environment and economic growth in most provinces,most of the coupling degree is between 0.5 and 0.6;(2)the space spillover effect and the coordination degree between economic growth and business environment,the effect of economic growth and business environment is gradually increased.Through research,it is found that the provincial business environment in China is unbalanced,and the economic growth and business environment in some provinces have not formed a good promotion trend.Finally,suggestions are put forward to optimize the business environment by creating a sound law-based business environment,optimizing government services and improving infrastructure,and strengthening inter-regional exchanges on optimizing the business environment.
