With the acceleration of urbanization,it is difficult for mobile street vendors to become an important problem facing modern cities.After the reform and opening up,with the improvement of urban labor productivity,a large amount of surplus labor emerged in the cities.Due to their own conditions,most of them flowed into mobile street vendors.The emergence of mobile street vendors has caused a variety of impacts on the city's environment,transportation,and health care,making it more difficult for urban governance.In recent years,although government law enforcement departments have continuously strengthened the management and supervision of mobile booths,this problem has not been effectively resolved fundamentally.Therefore,in this context,how to find effective measures to eradicate the management of mobile street vendors and comprehensively improve the comprehensive strength of the city has become a social problem that the government and society urgently need to solve.In order to further explore the management strategies of mobile street vendors,the author takes the theory of good governance as the research perspective,and based on theories of new public service theory and governance theory,theoretically explains the important value and significance of good governance theory to the management of mobile street vendors.Taking the management of mobile street vendors in Xi'an as an example,this paper conducts a questionnaire survey on the four representative mobile street vendors in Xi'an City,the mobile street vendors in the urban and rural areas,the mobile street vendors in the old community and the new development zones.The study found that although the management of mobile street vendors in Xi'an has achieved great results,it has not yet formed a standardized governance path.For example,street vendors operating illegally and occupying roads,affecting the traffic environment,and violent law enforcement and law enforcement are still emerging.Therefore,based on the social realities generated by mobile street vendors in Xi'an,this paper analyzes the dilemma of regularized management of mobile street vendors in the city: traditional management thinking,weak supervision,chaotic business environment,weak awareness of citizens' participation in governance,and difficult enforcement of law enforcement departments And investigate why.At the same time,using the literature analysis method,referring to the successful model of mobile street vendor management in foreign countries,learning from its excellent street vendor management experience,and transforming traditional management concepts based on good governance theory;strengthening supervision and improving the urban business environment;establishing mobile street vendor autonomous associations to encourage associations Autonomous management;enhance citizens' initiative to participate in the management of street vendors,improve the effectiveness of law enforcement departments,and speed up the pace of urban governance modernization.
