With the acceleration of China's urbanization process,more and more people are moving to economically developed coastal cities.Some foreign low-income people have begun to set up in cities in order to survive.Mobile vendors are closely related to the daily life of the citizens.The management of mobile vendors is an important part of the local government's urban governance.In order to avoid conflicts with vendors and reduce the “negative externalities” of vendors,most local governments have changed their previous attitudes towards the total ban of mobile vendors and began to adopt a dredging approach.Taking the Dayawan District of Huizhou City as an example,this paper studies the situation of mobile vendors from the perspective of policy implementation.Through literature analysis,interviews,questionnaires and other research methods,this paper analyzes the current situation of mobile vendors and grooming in Daya Bay District of Huizhou City,and compares the operation and control effects of the three typical diversion points in Daya Bay.Taking three diversion points as samples,this paper analyzes the problems in environmental sanitation,transportation,disturbance,management,etc.in the Daya Bay area,and from the policy itself,policy resources,policy tools,policy implementers,policy target groups,The six aspects of the policy environment analyze the reasons behind the problem of trafficking and trafficking in the Daya Bay area.The research in this paper shows that the management of mobile vendors is an inevitable problem in the process of urban development.The government departments spend a lot of manpower and material resources to ban mobile vendors.It is better to standardize management and guide the development of mobile vendors.Finally,this paper puts forward the optimization suggestions for the management of mobile vendors,and for the policy itself,it is necessary to improve the relevant regulations and policies for mobile vendors;in terms of policy resources,it is necessary to provide funds to improve the supporting facilities and establish a team of professionals;As far as policy tools are concerned,it is necessary to establish a vendor registration and registration system and provide policy support for vendors;for policy implementers,it is necessary to improve the supervision and evaluation mechanism;for policy target groups,it is necessary to establish a negotiation and dialogue mechanism and enhance the guidance point.Self-management ability;as far as the policy environment is concerned,it is necessary to further strengthen the promotion of policies and regulations.
