After the second world war,the United States and the Soviet Union turned into rivals and started fierce competitions in the field of strategic weapons,which not only burdened the development of both nations,but also aggravated the antagonism between the East-West camps.As the crisis grew more serious,the U.S.and the Soviet Union realized that the strategic arms on both sides had reached a general equilibrium of "mutually assured destruction".In order to stabilize the strategic relationship,negotiations on strategic arms were carried out by the two nations,and results achieved.All the above constitutes the background of the Strategic Arms Limitation Talk(SALT).SALT is a series of negotiations between the United States and the Soviet union during 1969 to 1979,aimed at limiting the strategic arms of both sides.After diplomatic compromise,the U.S.and the Soviet union agreed to start SALT.However,serious disagreements arose in issues such as defining the scope of negotiations,determining the methods of verification and setting quantitative and quality limits.Thus a heated game was launched.Although the two sides made more or less compromise in SALT and achieved certain results,both the U.S.and the Soviet union were not satisfied with the status of strategic balance,and the two nations were engaged in a fierce arms race.Nuclear arms control and nuclear arms race are interlinked,both serving the overall national strategy.SALT,as an important tool to realize the overall strategy of nations,had its inherent inevitability in the failure of its ultimate goal.SALT lasted for nearly ten years,and subsequent negotiations were conducted between the U.S.and the Soviet union(Russia).It can be said that SALT not only constitutes an important part of the U.S.-Soviet relations,but also provides a vital clue to better understand the overall strategy of both nations in the cold war,and leaves a model for the U.S.and the Soviet union(post-cold-war Russia)to conduct negotiations on nuclear arms control.
