Research On Government Regulation Of Basic Education Training Market In Hebei Province

The basic education and training market is an important part of the national private education,which is born in response to the needs of the society.In order to achieve better regulation,it is necessary to clarify the direction of government regulation in basic education and training market,dynamically adjust government regulation strategies,and strengthen the effectiveness of government regulation.Taking the basic education and training market of Hebei Province as the research object,based on the relevant theory of government regulation,after reading the literature and visiting the field,we attempt to start with the triple principal-agent relationship involved in the market,and use the method of qualitative and quantitative combination to make a rational judgment on whether the current government regulation strategy and effectiveness are in line with the public interest and the general law of the market,so as to get the conclusions as follows: 1)under the current regulatory policy,the cost of education and training for the public increases;2)there is a regulatory capture between local regulatory agencies and interest groups;3)the severe market access promotes the transformation and upgrading of basic education and training institutions,and a large number of online education institutions emerge rapidly;4)offline "black workshop" education institutions reappear;5)reform steps of public off campus education sector are slow.These unexpected market failures further challenge the government regulation.In this regard,we put forward three aspects of government regulation improvement strategies: Based on the public interest,improve regulation efficiency;strengthen the toplevel design and central local linkage,accelerate the guidance of the reform of public off campus education institutions;innovate regulation methods,and implement dynamic regulation.These strategies provide new ideas for the practice of government regulation of basic education and training market.Figure 13;Table 26;Reference 72...
