Study On The Relationship Between Government Service And Public Participation In The Perspective Of Principal-agent Theory

Based on the analysis of the relationship between government services and public participation and the nature of contractual relations between government services and public participation and the inherent relationship between contractual relations and principal-agent relations,through the review of public participation in government service theory and principal-agent theory,this article tries to analyze the nature of the principal-agent relationship between the government service and the public participation.Under the premise of general analysis,proceeding from the intrinsic consistency of the relationship between government services and public participation,the basic research content of principal-agent theory and general research methods are used as a means to analyze specific incidents of the handling of demolition accidents at Hehui Street.As a case study,we use the dynamic principal-agent theory models such as the static standard principal-agent model and reputation model,the principal moral hazard model,and the optimal entrustment rights arrangement model to analyze the problem of the information asymmetry,agent moral hazard and trustee supervision in the principal-agent relationship between government services and public participation.Then,we can find the reasons for the contradiction between government services and public participation in the complementary manner of static analysis and dynamic analysis.Based on the results of the model analysis,we try to find the relevant factors that led to the agency crisis between the government service and the public participation in the incident.Finally,on the basis of the results of the model analysis and the incentive strategy in the principal-agent theory,we try to provide policy recommendations for optimizing the relationship between government services and public participation from the perspective of allogeneic supervision,information symmetry,and the rule of law government.
