Research On The "Run Once Only" Reform Of Administrative Examination And Approval In The Field Of Market Supervision In Jinyun County,Zhejiang Province

In order to improve the service quality of the government,speed up the efficiency of the people and enterprises,and promote the transformation and upgrading of social efficiency,the "Run Once Only" reform in Zhejiang province came into being.This reform policy is not only an important measure to implement the reform of "releasing management service",but also a key link to promote the modernization of the governance system and capacity of Zhejiang Province.The mode of "running once" or even "running zero times" has brought tangible benefits and convenience to the people through the simplification of administration and decentralization of power by government departments,the management mechanism of department cooperation,It not only improves the work efficiency but also improves the service efficiency of the government.Since December 2016,Jinyun County follows the reform arrangements of the province,the city and the county,taking the "Run Once Only" reform as an opportunity,Actively practicing the reform concept of "putting management service into practice",Exploring the reform path of "Run Once Only" in the field of administrative examination and approval of market supervision.In view of Jinyun County's administrative examination and approval in the field of market supervision,"Run Once Only" reform is still in its infancy and exploration stage.There are still some problems,such as the deviation of public policy understanding,the incompleteness of information and data sharing,the nonstandard business process,and the inadequate supervision before,during and after the event.Based on this,This paper takes the reform of administrative examination and approval in the field of market supervision in Jinyun County,Zhejiang Province as the entry point,and based on consulting the relevant domestic and foreign documents and materials of administrative examination and approval and "Run Once Only",analyzes the theoretical basis of the reform of administrative examination and approval "Run Once Only" in Jinyun County,Zhejiang Province from the perspective of conceptual theory.Through on-the-spot visit and questionnaire survey,this paper analyzes the current situation,achievements and problems of administrative examination and approval in the field of market supervision.Based on the deep analysis of the reasons for the problems in the reform of "Run Once Only" in the field of market supervision in Jinyun County.This paper puts forward nine specific and feasible paths to deepen the reform of administrative examination and approval in the field of market supervision in Jinyun County,Zhejiang Province.From the three aspects of carrying out publicity and education,strengthening administrative guidance,strengthening data collaboration,deepening information sharing,building an effective supervision and evaluation system,and improving the level of business services.
