At the same time, it seeks for the successful experience that can be drawn by our country. The fifth and the sixth chapters are the core of the paper. In this part, the author comprehensively analyzes the factors that hindering the deepening of the reform by using theories concerning economics, politics, administration and administrative law, and further puts forward the solutions. The fourth chapter, through analysis of factors such as economics, politics, culture, law and organization that affect the deepening of the reform, it draws the main factors that hindering the deepening of the reform including the irrational right designation of administrative examination and approval, the inefficiency of the transformation of government function, the benefit-orientation of government; the defects of administrative law; the great impact of bureaucratic culture and weak administrative supervision. The fifth chapter, the author proposes the solutions after the analysis of the hindering factors. Firstly, a scientific and rational administrative examination and approval system should be constructed, which requires a reasonable and clear-cut scope of administration, the administrative procedures be legislative and ordered, the scientific setting up of administrative organization, a transparent and efficient administrative supervision. Secondly, the author puts forward the corresponding measures which guarantee smooth implementation of the administrative examination and approval system from the aspects of the transformation of government function, the improvement of administrative culture, raising the salary of the civil servants, and accelerating the construction of an E-government.In the thesis there are several innovative points.
