Some government agencies and unitsupload sensitive information like state secrets,trade secrets and personal privacyonto Internet portal websites when they disclose the information in recent years.It has an adverse impact on the state,society and individuals for no confidentialexamination or violation of information disclosure procedures.However,the methods of sensitive data search,which depend on simple screening tools or manual review conventionally,have massive resource consumption and long response time.Theyare also prone to "the second leak" besides being inefficient and coveredincompletely.It is necessary to develop a safe,responsive,efficient and comprehensive system of sensitive informationmonitoring.Aiming at aboveproblem,this text analyzes the key technologies about web crawler,Lucene logical search,Lucene full-text search,incremental search and system security design.To ensure the security of the system,this paper divides the system into three domains—InternetDomain,Single EntryDomain and Internal Domain.Internet Domain isdesigned according to thethree-level equal protection.Internal Domain isdesigned according to theclassified protection secret level.To avoid "the second leak " by itself,system uses general keywords to search portal websites in Internet Domain,then importsthe search data into Internal Domain directly to do "second screening" byone-way import equipment.The design achieves the security of network,secrecy andsystem.The monitoring system is set to examine all sites included in the monitoring in a round-robin mannerevery two hours.First,the system searches the whole network.Then itonly searches the pages emerged and changedby the incremental search technology.The mode improves the search speed greatly and satisfies the timeliness of the system.Lucene logical search technology used in the search process realizes thefunctionof keyword logical operation andthe high efficiency of the system.It alsoimproves the accuracy of sensitive information search and reduces the error alarm rate of the system.The alarm information is displayed in red font.This system searches document content from all HTML pages,PDF,WORD,EXCEL,PPTand other formatsuploadedtothe websitesby Lucene full-text search technology to achieve comprehensiveness.This text designs and realizes the function ofthe main interface,menu,monitoring statistics and security architecture of thesystem.Besides,the system realizesthe sub-functions like login,target website management,keyword management,website monitoring rules setting,alarmview and statistical analysis.At last,the main functions and system security are tested.The result is fully proved thenetwork andconfidential security of the system meet safety requirements.The functions achieve the desired effect.So it is completely feasible to build a safe,responsive,efficient and comprehensive system of sensitive information monitoringwith the support of relevant technologies.Sensitive information monitoring system designed in this thesis achieves accurate monitoring and alarm of government agencies portal on the premise ofensuring network security and meeting confidentiality requirements.And it prevents further expansion of the sensitive data and holds the last line of secrecy of government agencies information disclosure,which are significant for the authority of partyand government and maintenance of national information security.
