Research On The Influencing Factors Of Comprehensive Administrative Law Enforcement For Commerce In Fujian Province

Standardizing the market economic order and creating a legal business environment are conducive to promoting the construction of a modern economic system.The commence domain covers many regulatory objects,and involves with wide range of fields and requires strong expertise,which is related to the development of the national economy and the improvement of people's livelihood.At present,there is not yet formed a complete system of comprehensive law enforcement in the business field of Fujian Province,and it still needs to solve many problems in the practice process.This paper adopts the methods,such as interviews,descriptive statistical analysis methods and principal component analysis methods,etc.It takes Fujian Province as an example to analyze the current situation and influence factors in the critical reform period of commence comprehensive administrative law enforcement,and finally put forward the improvement strategy.First of all,through the literature review,the paper states the relevant concepts and theories of commence comprehensive administrative law at home and abroad;Secondly,it summarizes the research status of commence comprehensive administrative law enforcement,and analyzes the general law and trend of commence comprehensive administrative law enforcement in FujianProvince by using the methods of field investigation and data collection.Through questionnaire survey and principal component analysis,this paper combs and analyzes the development situation and existing problems for commence comprehensive administrative law enforcement in Fujian province,and finds out the most important factors affecting the improvement of commence comprehensive administrative law enforcement in Fujian Province.And based upon it,the paper puts forward targeted countermeasures and suggestions for Fujian Province to provide the useful reference of commence comprehensive administrative law enforcement.Results shows that: First,there are some influence factors of commence comprehensive administrative law enforcement,in Fujian Province.such as the functions of Law Enforcement agencies can not be separated from Administration,existence of functional intersection,lack of enthusiasm for work,shortage of law enforcement funds.Second,the reasons for the factors affecting the comprehensive administrative enforcement of commerce in Fujian Province include:weak of the law enforcement idea,lack of joint law enforcement mechanisms,the consciousness of law enforcement procedure norms is not strong,Staffing and law enforcement vehicles are difficult to be equipped due to policy constraints,the means of Law Enforcement Supervision need to be strengthened.Finally,among the influential factors of commencecomprehensive administration law enforcementin Fujian Province,the order ofimportance from large to small is:the phenomenon of "attach importance to examination and approval,no attention to supervision,attach importance to hardware,no attention to software";unable to accurately grasp the object,content,form,time,etc;law enforcement supervision channels are few,unskilled business,lack of experience,lack of enthusiasm for work,shortage of law enforcement funds,the functions of Law Enforcement agencies can not be separated from Administration,staffing and law enforcement vehicles are difficult to be equipped.According to the above content,this paper puts forward some suggestions for the status quo of comprehensive administrative law enforcement in Fujian Province:raise the level of cognition,improve the quality of personnel;promoting comprehensive law enforcement,form the joint force of law enforcement;strengthening supervision of law enforcement,smooth supervision channel;strengthen law enforcement guarantee,optimizing law enforcement environment.
