Studies On The Optimization Of Forestry Comprehensive Administrative Law-enforcement System In Fujian Based On Case Analysis

Forest resources are the common wealth of human society.It is of great importance tostrengthen the management of forest resources by reason that it can improve the ecologicalenvironment and ecological efficiency of resources.Fujian Province is an important forest area inthe south of China,with an unique geographical location and rich forest resources.So it plays anotable role in the ecological and economic effects in forestry.However,at this stage forestresources have suffered from serious destruction because of various subjective and objectivereasons.Thus,there are lots of forestry administrative cases and many problems in theconstruction of forestry administrative law enforcement.And they will have a direct influence onthe public image of forestry authorities and the healthy development of forestry.Therefore,it isessential and significant to research on the optimization of the forestry administration system,inorder that it can provide a theoretical basis for improving the construction of law-enforcementsystem.In this paper,the author presented the discussion from three different aspects.First of all,according to the statistical data on the forestry administration cases from2005to2010in FujianProvince,the characteristics and main reasons of these cases which happened in the past6yearswere analyzed on the basis of three different dimensions, that is time,space and the types ofcases.Second,combining the development process of the forestry administrative law-enforcementsystem in Fujian since the founding of PRC,a brief summary was made on the advantages anddisadvantages of the current comprehensive administrative law enforcement,and also an analysisbased on the model of SWOT was carried out in depth.Finally,according to the currentsituation,as well as combining the reformation of forestry administrative law enforcement innational and local governments and the concrete initiatives,some positive measures should betaken on the basis of law enforcement,team foundation,behavioral norms, transport control,fund-ing sources and so on,so as to optimize the comprehensive administrative law enforcementsystem in forestry.Nowadays Fujian has made remarkable achievements in the comprehensive administrativelaw enforcement of forestry.But there are still some difficult problems,too.Therefore it requires acertain amount of theoretical innovation and practical exploration to optimize the construction ofthe comprehensive administrative law-enforcement system in forestry.Thus it can fundamentallysolve the problem of being difficult and inefficient in the law enforcement.And it is a longprocess that can not be achieved immediately.
