Research On The Improvement Of The Supervision Effectiveness Of The Standing Committee Of The Local People's Congress

Based on the power supervision theory and performance management theory,this paper uses the literature analysis method to collect and collate the research literature on the supervision of the National People's Congress.Through the normative analysis,and then use the performance management tool of the balanced scorecard,combined with the analytic hierarchy process and the questionnaire survey method,the NPC is constructed.The effectiveness evaluation indicator system supervised by the Standing Committee.The applicability of the balance loyalty card theory tool for the supervision of the Standing Committee of the National People's Congress was analyzed,and the enterprise performance evaluation dimension under the balanced loyalty card model was transformed,and the financial dimension was converted into the supervised performance indicator;Satisfaction is transformed into the response and feedback of supervision work;the internal management of the enterprise is transformed into the assessment of the internal organization,system and manpower of the NPC;the learning and growth dimension of the enterprise is transformed into the supervision and development of supervision.This led to the construction of a set of 45three-level indicators of the Standing Committee of the People's Congressto supervise the effectiveness evaluation indicators,and the evaluation of the supervision of the F Provincial Standing Committee.Identify the weak points of supervision by analyzing the scores of each indicator and analyze its causes.At the same time,it has sorted out the experience of supervision and innovation of local people's congresses across the country,and refined a number of typical empirical paradigms,such as the performance evaluation system of the Zhenping County People's Congress in Shanxi Province approved by the Standing Committee of the National People's Congress,and the people's livelihood issues of the Zhejiang Provincial People's Congress.The innovative practice results of the budget network monitoring system of the Guangdong Provincial People's Congress and the representative performance platform of the Fujian Provincial People's Congress are analyzed as typical examples,and the reference ideas for improving the effectiveness of supervision are extracted.Finally,combined with the above research results,it is proposed to establish a monitoring effectiveness evaluation system and strengthen the use of results;improve supervision of relevant laws and regulations,improve personnel performance,set up full-time supervision institutions;strengthen supervision information publicity,expand public orderly participation;A series of measures to improve the effectiveness of supervision,such as the formation and evaluation mechanism,the combination of innovative multiple supervision methods,and theimprovement of network and informationization of supervision.
