This article is aimed at by the application of the Balanced Scorecard theoretical knowledge to explore the establishment of today’s international context deepening scientific evaluation system for land tax management, mobilize the the tax cadres of enthusiasm for work by raising the level of the human resources management of the local tax authorities, a comprehensiveto enhance the efficiency of the tax authorities. The focus on the Donghu land tax status of performance management analysis and Donghu land tax overall development strategy analysis, as well as the necessity and feasibility analysis of the balanced scorecard evaluation system combined with the overall strategy of the RC, build suited to East Lake land tax based on balanced scoring the card’s performance management system, and targeted measures to safeguard the system, evaluation system based on the balanced scorecard can play a certain referential significance can be built from the grassroots to the Inland Revenue Department.This theory applied papers, part of the focus of the paper is divided into six chapters Chapter1Introduction introduces the research background and research purposes, as well as research and innovation; second chapter, the definition of performance management and performance management tools Chapter comprehensive analysis, and focuses on the relationship between the Balanced Scorecard theory and financial aspects of the Balanced Scorecard management system, customer level, the level of internal processes and innovative learning level four levels and four levels; East Lake Land Tax organizational structure, management models and performance management status quo, and its internal and external environment influencing factors RC performance management deficiencies; Chapter the focus of this article, to build the district based on the balanced scorecard decomposition down to individual Board performance evaluation system, through the layers of the overall strategy of the Regional Council, while the decomposition of the strategic objectives of departmental functions and personal job functions combined to find out the key performance indicators for RC level, department level and individual level, and reasonable allocation of index weights which architecture from the the RC evaluation system based on the balanced scorecard; Chapter detailed explanation RC leadership institutions established to safeguard the smooth running of the balanced scorecard performance evaluation system, operation and maintenance system communication and adjustment measures, assessment measures; Chapter VI Conclusion and Outlook Summary text outlook.
