Research On The Path Of Extending From Strict Party Management To Grassroots Level In The New Era

Since the 18 th National Congress of the Communist Party of China,it has become a major task for the Communist Party of China to govern the party strictly in an all-round way.As the fighting fortress of the party,the grass-roots party organization is the important subjects of the party's overall strict governance.Through a series of activities such as the implementation of the eight regulations of the Central Committee,the education practice of the party's mass line,the special education of "Three Stricts and Three Steadies",the learning education of " party building studies",and the thematic education of "never forget your original mind and keep your mission in mind",the great project of strict governance of the party has been promoted step by step from the top to the bottom and has been extended to the grass-roots level.It is the connotation of the party's construction in the new era,the inevitable choice to consolidate the party's ruling foundation,the inherent requirement to practice the party's mass line,and the fundamental way to realize the task of "never forget your original mind and keep your mission in mind".In the process of extending from strict administration of the party to the grass-roots level,the grass-roots party organizations have made a lot of achievements,including consolidating the leadership of the party,strengthening the authority of the party,carrying forward the fine tradition of learning and strengthening the party,promoting the construction of laws and regulations within the party,improving the employment system of the party,and strengthening the discipline requirements of the party.But at the same time,in the process of extending from strict governance to grass-roots level,all kinds of problems still exist,and the problems of grass-roots party organizations in different fields and different natures are also different.Institutions are prone to problems such as theoretical study and ideological and political work in a mere formality,low quality of political life within the party,imbalance between business work and Party construction.However,in rural grass-roots party organizations,problems such as insufficient understanding of Party construction,organizational laxity,discipline relaxation,lack of mechanism,inadequate guarantee and supervision are more widespread;in professional scientific research institutes,there may be problems such as inadequate implementation of the main responsibility,insufficient integration of party affairs and business,insufficient cohesion and combat effectiveness;in some new economic and social organizations,the party's leadership and organization are the primary challenges,which directly lead to difficulties in carrying out various party construction activities;however,in the community party organizations that have the closest contact with the masses,the party building activities are not standardized,the working methods are not optimized,and even there is a short board in the construction of a clean and honest government.These problems have become the universal challenges faced by the party in an all-round and strict way.The emergence of the above-mentioned organizations and various types of problems is basically caused by the factors such as low political position,insufficient ideological understanding,weak organizational construction,still existing unhealthy trend,lack of main responsibility,insufficient supervision and weak organizational capacity.Therefore,in order to extend the party's overall strict governance to the grass-roots level,we must continue to explore practical and effective ways to achieve it.The methods include five points: first,fundamentally strengthening the theoretical armed forces and the ideological foundation;second,focusing on the implementation of responsibilities and improving the political position in practice;third,focusing on the construction of organizational power and improving the ability of governance in all aspects;fourth,focusing on the integration and integration in the macro level and adhere to the overall situation;fifth,focusing on the mechanism construction and ameliorating the system.Only by realizing all aspects,all Party members and all means,can we realize the effective extension of overall strict party governance at the grass-roots level.
