Study On The Prevention Of Pickpocket Larceny

In the judicial practice of our country in recent years,pickpocket larceny,as a daily crime,is still a prominent problem.Such crimes not only infringe upon the property security of the people,threaten the personal security of the people,but also affect the authority and credibility of the judicial organs.In order to effectively prevent the occurrence of pickpocket theft,this paper analyzes the data of pickpocket crime in judicial practice with the method of empirical research,and then puts forward targeted suggestions.The paper is divided into four chapters.The article is divided into three parts.The first part,first of all,introduces the basic concept,connotation and criminal constitution of pickpocket larceny,discusses and analyzes the four attributes of pickpocket larceny,namely,regional,close,value and harmfulness.In view of these four attributes,I will show my own views and provide clear selection criteria for the following judicial cases.The second part is the analysis of the current situation and characteristics of pickpocket larceny in judicial practice.Through the advanced retrieval function of China judicial document network,the first instance criminal judgments on pickpocket theft of 191 courts in Hebei Province in 2018 were screened,with 241 cases involving 320 people.By using the methods of literature analysis,empirical research and chart analysis to analyze the selected judicial data one by one,this paper summarizes the five criminal characteristics of pickpocket larceny in judicial practice,that is,the time of crime is regular,the location of crime is dense and diverse,the recidivism and recidivism are prominent,the proportion of crimes committed by outsiders is high,and the pickpocket items are mainly mobile phones.This paper analyzes the causes of these five characteristics,and provides the direction for the following preventive measures of pickpocket larceny.The third part,the prevention mode and suggestion of pickpocket larceny.First of all,this paper introduces the foreign situation prevention mode,the refined crime governance mode and the domestic comprehensive governance mode.Then according to the five criminal characteristics of pickpocket larceny in judicial practice,combined with the domestic and foreign crime prevention mode,this paper puts forward the prevention suggestions from the four aspects of society,public security,psychology and punishment.Among them,social prevention includes six measures: increasing vocational skills training,building employment service registration system,strengthening law popularization publicity,increasing environmental design and defense space,strengthening community participation and mass autonomy,and improving citizens' individual self-restraint and self-defense ability;public security prevention includes establishing the governance concept of crime prevention,carrying out analysis and judgment of pickpocket crime prediction Six measures are to improve the scientific and technological level of crime prevention,strengthen the management of special industries,increase the control of key places,and increase the management of key personnel;psychological prevention includes two measures: creating a good external environment,strengthening inner self-cultivation and personality improvement;criminal prevention puts forward to add the measure of recidivism again.The author hopes to build a coherent crime prevention system by taking effective measures in four aspects of society,public security,psychology and punishment.So as to prevent and reduce pickpocket theft,safeguard the legitimate rights and interests of citizens,and enhance the authority and credibility of the judiciary.
