A Study On Xi Jinping’s Thought Of Military-Civilian Integration In The New Era

Xi Jinping’s important statement on military-civilian integration in the new era is that the central leadership with General Secretary Xi Jinping at its core has inherited the thinking of the previous leadership on the construction of the military and national defense,at the new historical starting point of the transformation of the main social contradictions,this paper sums up the experience of civil-military integration in China and draws lessons from the experience of civil-military integration in the developed countries of Europe and America.Successive leaders of the country have considered the question of how to combine the army and the people.According to the differences in historical periods and historical missions,they have respectively put forward such ideas as dual-use of the army and the people,integration of the army and the people,and integration of the army and the people,how to combine the economic construction with the construction of the National Defense Force has been explored in different degrees,laying a solid theoretical foundation for the formation of Xi Jinping’s important discourse on the military-civilian integration in the new era.Since the 18 th National Congress,under the framework of the five-in-one overall plan and the four-pronged Comprehensive Strategy,General Secretary Xi Jinping has proposed to realize a deeper level of military-civilian integration development with all factors,multi-fields and high efficiency,and the military and civil integration of development for the first time to the height of the national strategy.The idea of military-civilian integrated development in the new era is a strategic decision based on national security and economic development considerations,as well as an exploratory achievement of the new generation of leading collectives in coordinating the building of the National Defense Force and the development of the economy,it not only constitutes an important part of Xi’s governance,but also enriches the theoretical achievements of the sinicization of Marxism.Starting with the theoretical origin and forming process of Xi Jinping’s important exposition on the military-civilian integration in the new era,this paper mainly expounds the content system from four aspects:Strategic Objectives,Strategic Connotation,strategic system and basic grasp,that is,the overall goal of all factors,multi-fields and high efficiency,the connotation of the unification of economic construction and national defense construction,civil resources and military resources,the three systems of organization,operation and policy;Emphasizing the overall situation,attaching importance to innovative development and strengthening the basic grasp of the construction of the rule of law.And further with the new era of civil-military integration that the military-civilian integration,civilian-military integration of the current stage of the achievements of practical verification,thus studying and analyzing Xi Jinping’s great idea of civil-military integration has great theoretical and practical value.
