Study On The Self-interest Of Administrative Departments In The Relocation Of Houses In Urban Villages

With the rapid development of urbanization,the local administrative departments will continue to adjust the planning in the urban area based on actual development,which requires large amount of urban construction land to provide a solid foundation for the rapid expansion of the urbanization process.This action can evacuate the low-use of land in city,integrate the land for the land-transfer fee,or be used for commercial investment and so on to improve the efficiency of land-use,and gradually arrange to move out the residents in the old houses in village within the city.Then Carry out reasonable planning,reduce buildings that are incompatible with the city,and improve the overall appearance of the city.By this way,economy will be promoted,relocated households' will benefit from it,living conditions will be improved.Thus,under the general trend,the local administrative departments will carry out the relocation and reconstruction projects of the village houses in the city for sure.However,we also have to see that,wherever there are advantages,there has disadvantages,the relocation of houses in urban villages is a double-edged sword,due to the multiple interests in relocation of houses;such as the administrative departments,administration office,administrative staff,and people being relocated,are all involved,Besides during the process of house relocation decision-making and implementation,due to historical reasons,the relocation policy is not smoothly connected,and the relocation policy implementation process is complicated,which making the administrative departments' behavior in relocation will consider self-interest unavoidably,which shall lead to the Anomie phenomenon,causes losses to the lawful rights and interests of the relocated households or the public,give rise to group conflicts and intensification between the relocation parties,which is not conducive to the further development of society.With the goal to fundamentally prevent the occurrence and intensification of public contradictions,we supposed to proceed from the source to conduct an objective and rational comprehensive analysis of the administrative departments' self-interest and propose targeted measures to control self-interest behavior.This paper started from an actual case of housing relocation,sets out to analyze the administrative action of urban village relocation in China,to distinguish it from the administrative departments public service type considered by most scholars,and to elaborate and discuss the self-interest of the government's administrative behavior in urban village relocation and the deep reasons of its self-interest.Due to the self-interest of the government's position and purpose in the decision to move the village in the city,the relocation policy lacks continuity and immediacy,coupled with the position of the administrative departments level,administrative departments and their staff in pursuit of economic benefits,the division of responsibilities for house relocation is unclear.Including the flow of work procedures and the follow-up issues of regulation and policy implementation,making the relocation policy self-interested,and completely self-care or unreasonable self-interest will make the government's actions damage the legitimate public rights and interests of the masses.This paper expects to objectively and rationally analyze the self-interest behavior of urban villages in house relocation,and put forward targeted suggestions for administrative action optimization in urban villages in house relocation.The government's decision-making behavior,by promoting classification according to law,strengthening system linkage,implementing policies according to actual conditions,and strengthening the comprehensive administrative quality of the administrative departments,administration office,administrative staff,plus internal and external supervision mechanisms to regulate policy implementation,in order to explore norms Self-interest behavior prevention mechanism of administrative action in the relocation of urban villages to reduce conflicts between relocated groups due to self-interest in the process of relocation of urban villages,reduce interest disputes,promote the normal and orderly development of relocation policies,and benefit the society economic development.
