Express delivery industry has been regarded as a new growth point of China's national economy,and has become an important industry of the national economy.In recent years,governments at all levels have issued supporting policies for the development of express industry,hoping to promote the industry to develop in the direction of high quality.Fujian Province has taken the lead in introducing many supporting policies in the country,and the implementation effect has an important impact on promoting the high-quality development of express delivery industry in Fujian Province.Therefore,based on the survey data of 314 express enterprise managers and customer satisfaction theory,this paper studies the satisfaction of Fujian express industry development support policies,establishes satisfaction evaluation index system,uses quantitative analysis to evaluate the satisfaction,and uses Smith's policy implementation process model for reference to find the path to improve policy satisfaction.Firstly,sort out the development support policies and implementation status of Fujian express industry in 2014-2018.This paper combs out 13 kinds of policy text tools,analyzes the law of policy development,draws on the theory of customer satisfaction,and constructs the satisfaction index system of Fujian express industry development support policy.Fujian express industry development support policy satisfaction is a first level indicator,including four second level indicators:overall design satisfaction,specific policy satisfaction,government attention satisfaction,and policy support role satisfaction.The specific policy satisfaction is divided into six third level indicators and 19 fourth level indicators.The questionnaire and interview outline were designed to carry out the survey.The questionnaire includes three parts: the sample characteristics,the implementation of supporting policies for the development of express industry,and the satisfaction evaluation of express enterprises.Secondly,it makes an empirical evaluation and Analysis on the satisfaction of the development support policy of express industry inFujian Province.Entropy method is used to determine the weight of each index,and fuzzy comprehensive evaluation method is used to measure the satisfaction of the development support policy of Fujian express industry.The results show that the level of policy satisfaction is average.Empirical analysis of the relationship between the respondents' characteristic variables and the overall policy design satisfaction.Based on the measurement results of policy satisfaction,this paper analyzes the deviation between the effectiveness of express delivery industry and policy satisfaction.Finally,on the basis of the above analysis,Smith's policy implementation process model is used as an analysis tool to analyze the reasons for the deviation of the satisfaction degree of Fujian express industry development support policy from the four dimensions of ideal policy,target group,executing agency and policy environment,and put forward the path to improve the satisfaction degree of the policy.
