Research On The Corruption Control Of Party Members And Cadres Under The Vision Of The Inner-Party Regulations

Since the Eighteenth National Congress of the CPC,the Party Central Committee,with Comrade Xi Jinping as its core,has made strict control of the Party in an all-round way an important part of the "four-round" strategic layout,and severely punished corruption of Party members and cadres with a zero-tolerance attitude.Through "fighting tigers","flies" and "fox hunting",the anti-corruption work has been continuously promoted,and an overwhelming victory has been achieved.But anti-corruption only has the ongoing tense,not the completed tense.In order to build a long-term mechanism of "dare not corrupt,can not corrupt,do not want to corrupt",we must take political construction as the lead,and constantly promote the work of strengthen the Party by theory,build the Party by ideology and rule the Party by system.From the perspective of inner-party regulations,this paper puts anti-corruption work into the legal track of socialism with Chinese characteristics,forms a long-term mechanism to cure symptoms and root causes,eradicates the soil for corruption to grow fundamentally,builds a clean and upright Inner-Party Political Ecological environment,and always maintains the advanced and purity of Marxist political parties.The paper is divided into five parts:In the first part,it introduces the research background,research significance,research methods,innovations,and the current situation of domestic scholars' research on inner-party regulations.In the second part,it analyses the four core concepts involved in the paper.It analyses the advantages,status and functions of the inner-party regulations in controlling the corruption of Party members and cadres,the relations and differences between the inner-party regulations and the national laws,and the theory of the classical Marxist writers on the inner-party regulations in controlling the corruption of Party members and cadres.In the third part,based on the "Summary Table of Spiritual Problems in Violating the Eight Provisions of the Central Committee for Discipline Inspection from 2013 to 2018" published on the website of the State Supervision Committee of the Central Discipline Commission and related specific corruption cases,it makes a detailed analysis of the prominent features of corruption cases of Party members and cadres since the Eighteenth Congress of the CPC and the problems existing in corrupt Party members and cadres themselves.In the fourth part,from three aspects of Party organization,Party regulations and Party members and cadres,it expounds in detail the problems existing in the inner-party regulations in punishing corruption of Party members and cadres.In the fifth part,it expounds how to further strengthen the ideological basis of the operation of the inner-party regulations,how to strengthen the education of the inner-party regulations,how to improve the deficiencies of the inner-party regulations,and how to enhance the effectiveness of the implementation of the inner-party regulations for Party members and cadres.
