The social organization of public institutions is unique in China,which has greatly promoted the development of social economy in the past.However,in the process of rapid development of socialist market economy,the shortcomings of this system are more and more obvious,and now it can not meet the needs of the development of the times.In 2012,China issued the guiding opinions on promoting the reform of public institutions by classification,which clearly pointed out that the current public institutions should be reformed by classification.Public institutions can be divided into three categories,including public institutions engaged in production and business activities and public welfare services in addition to undertaking administrative functions.Since the "transformation reform" was put forward,it has attracted great attention from all parties.The key is how to smoothly promote the reform and achieve the expected goals.At the Fourth Plenary Session of the 19 th National Congress of the CPC,it was proposed that the achievements of Party and government institutions and public institutions in the reform should be comprehensively summarized,the reform of Street institutions should be promoted more actively,and the reform of public institutions should be carried out steadily according to the plan.At the same time,it is also necessary to strengthen legislation on the establishment of institutions and make clear provisions on the establishment of institutions in law.Each unit should start from its own actual situation and focus on the future development,contribute to the improvement of the socialist system with Chinese characteristics,and promote the early modernization of the national governance system and capacity through its own efforts.Unit a is a scientific research unit with a history of more than 30 years.It is a backbone force in the field of scientific research in China.This paper takes A Taking the unit as an example,this paper conducts a questionnaire survey on the employees of the unit,and based on the survey results,analyzes the main problems existing in the strategic selection,incentive mechanism,organizational structure and other aspects of unit a by using a variety of analysis tools(such as SWOT analysis,human resource management theory,etc.),and puts forward the corresponding restructuring plan,and also puts forward the problems existing in the above aspects The corresponding countermeasures are putforward to guide unit a to complete the transition smoothly and to enhance its comprehensive strength so as to stand in the market competition.It can be seen from this study that there are still many problems in the reform of unit A.under the current background of the times,the unit should,according to the modern enterprise management system and from its own actual situation,work out a restructuring plan that is conducive to its own development.Only in this way can it stand out in the fierce market competition.In addition,this study has certain reference value for other units with the same problems.
