Research On Theimprovement Of Lao Local Government Organization Legislation

At present,the Lao People's Democratic Republic is facing the greatest development opportunity since the founding of the People's Republic of China,due to the changes in the internal and external environment.Although the local government organization of Laos is not complicated in terms of its size,it is difficult for the existing local government organization system to adapt to the development of the new era due to the backward natural,social,political and economic environment.Therefore,in order to realize the goal of reform and opening up and seize the opportunity of geo-economic development,we should reform the local government organization system in legislation,straighten out the local government organization system in Laos,and improve the level of local governance in Laos,modernization of governance system and governance capability.This article is divided into five parts: In the introduction part,the basic problem awareness and research methods are explained.The first part focuses on the current legislative status of Lao local government organizations,pointing out that the main feature of the current Lao local government organizations is the integration of party and government leadership.The second part sorts out the existing problems of Lao local government organization legislation,including deviation of legislative ideas,lack of macro construction and insufficient micro design.The third part mainly introduces the legislative experience of local government organizations in France,Thailand,Malaysia and China from the perspective of comparative research,pointing out that drawing on foreign experience,Laos should adhere to the overall goal of national construction in local government organization legislation,and government organizations should obey development Purpose,adhere to the leadership of the party,pay attention to the influence of the regional environment and straighten out the vertical and horizontal relationship of local legislation.The fourth part puts forward suggestions to improve the legislation of the Lao local government organization from the perspective of legislative concept,macro and micro.It is pointed out that the correct legislative concept should be adhered to,the central and local governments should cooperate,give play to their respective advantages,straighten out the relationship between local authorities and establish a scientific and effective legislative evaluation mechanism.
