The Recognition And Evolution Logic Of The Public Value Of The Local Governments In Northwest China Since The 21st Century

The 21st century is a more complex and competitive era,With the advent of "risk society",and uncertainty has become the normal state for public managers,which has put forward new and higher requirements for the development of government management systems and functions.The application of public value management theory in the Chinese context is compatible with the diversification of China's value,the background of the era of governance,and the reform of service-oriented government.It is of great significance to solve the problems that arise in the management practice of our government.Since the beginning of the 21 st century,a large number of difficult problems have emerged.At this stage in China,there are problems such as unclear government functions,limited public participation,and inadequate mechanisms for negotiation and preference expression.In addressing these challenges,public value management is an important issue.The five northwestern provinces,as the core areas of the western development strategy and the "Silk Road Economic Belt",have attracted much attention for their sustainable development,and in particular they must pay attention to management based on public values.Faced with this situation,using the government work report to identify the type of public value pursued by local governments has become a research-oriented issue.This article takes the identification and evolution logic of public values of local governments in Northwest China as the theme since the 21 st century,and selected 90 government work reports from the five northwestern provinces from 2001 to 2018 as basic materials.All government work reports totaled 1.5515 million words.This paper draws on Harrison's public value classification framework to identify public value andstudy its evolutionary logic.The research finds that: The classification of public values by Western scholars is not entirely applicable to the Chinese context.This article divides public value into economic value,government ability value,social value,cultural value,quality of life value,and social participation value.At different time stages,the government's attention to various types of public values varies greatly,and the development stages of public values in the Northwest local government and the status of public values at each stage are summarized,and the distribution differences and evolution of public values in Northwestern provinces are analyzed.Characteristics and influencing factors.The evolution logic shows that the content system of public value is more complete and scientific;accidental mutations: focusing on the problems facing at the time;progressive evolution strategies;Finally,it explores the inspiration of the evolution of the public value of the local government in Northwest China.The innovation of this article is that,combining theory and practice,it has identified six types of public value of local governments in northwestern China,and made 90 government work report texts to make a public value analysis unit table for government work reports,Efforts and attempts have been made in the research method of value and the research content of the government work reports.
