In the 21 st century,with the rise of global civil society and the rapid development of information technology,it has become more and more important that a government engages and communicates with the global publics as a whole.In this context,the U.S.government put forward the concept of "strategic communication",which is an important part of the U.S.government grand strategic planning.Implemented by the Department of Defense,the strategic communication is national efforts to strengthen inter-institutional coordination,understand and engage the global publics,and convey information and values consistent with American national interests to them to ultimately achieve the U.S.'s national security and military strategy.As the United States has the world's largest overseas military presence,which is in the forefront of contact with global publics,the overseas military bases become important platforms to practice strategic communication.And the US military bases in the the Middle East and the Asia-Pacific regions are more important than the others.The strategic communications in these areas have their own challenges and distinguishing features.This paper is divided into four parts to discuss the strategic communication of the U.S.overseas military bases.The first chapter introduces the concept and theory backgrounds of strategic communication.And the second chapter elaborates the setups,the motives and the mechanism of the strategic communication of the U.S.'s overseas military base.The third chapter and the fourth chapter are case studies about strategic communication in the U.S.military bases set in the Middle East and the Asia-Pacific regions.Finally,the last chapter foresees the future development of strategic communication and discusses what we can learn form it.
