A Study About The System Path To Enhance Grasssroot Government’s Credibility In China

In the third plenary session of the 18 th central committee of the CPC,it was emphasized to "enhance the credibility and implementation of the government".The report of the 19 th CPC national congress also clearly calls for "transforming government functions,deepening streamlining administration and delegating power,innovating supervision methods,enhancing government credibility and execution,and building a service-oriented government that satisfies the people"."We will comprehensively improve government effectiveness,optimize the allocation of government functions and the setting of government institutions,deepen institutional reform,and form a government governance system with clear responsibilities and administration in accordance with the law," the central government’s no.1 document said in 2018.It can be seen that the promotion of government credibility is an essential link in the healthy development of the country.Since reform and opening up,in all aspects of the social and economic development in our country has made great achievements,to a certain extent,illustrates the implementation and the credibility of our government in general,however,there is no denying the fact from the government’s credibility construction in our country modernization and the requirement of building a harmonious socialist society,there are large gaps,embodied in some local government service concept weakening,administrative behavior alienation,power operation is not standard,such as weakening the credibility of local government at the grass-roots level affects and restricts the stable,healthy and sustainable development of our social economy.At present,the weakening of government credibility is a common problem in many countries around the world,no matter in developed or developing countries,socialist or capitalist countries.But for China,lack of credibility of local government at the grass-roots level is relatively serious problem,in the government and the people problem to strengthen research and specific implementation of the government credibility is imminent,and the credibility of local government at the grass-roots level and foundation and the cornerstone of the national government credibility research,therefore,enhance the credibility of local government becomes the most urgent.In this paper,through summarizing previous scholars related research results about the government’s credibility,defining the concept of the author for grass-roots government credibility,together with the presentsituation of grass-roots government credibility research,by questionnaire method,choose thatch town of yiyang city in hunan is a typical case study,the current main problems of primary-level government credibility under reason,harm and its related systems analysis,research our country grass-roots credibility problems of local government system,and an analysis of the specific case,and then puts forward improvement of grassroots local government credibility system construction proposal.
