Most people are relatively satisfied with the central government’s administrative behavior, but for the local government’s governance behavior is not very satisfied, so the local government’s credibility is still a lot of room for improvement. At present, we need to establish a set of scientific, reasonable, and can be implemented, quantitative index system to truly evaluate the credibility of the local government, so that it can help to improve the level of governance and regional competitiveness of the government.Firstly, based on the connotation of the connotation of the connotation of the government credibility, the credibility of the local government and citizen satisfaction and citizen satisfaction and local government credibility of the interactive mechanism and explain in detail the local government credibility evaluation system of basic theory. Secondly, this paper follows the scientific principle, the principle of systematic principle, the principle of implementation, the principle of effectiveness. From the analysis of the credibility of the government behavior subject and object perspective, from the two dimensions of the government governance and public satisfaction to specific analysis, then using AHP and expert interview method to determine the weight of the one or two level indicators, three indicators to set 26 questions in questionnaire survey, analyzed the data obtained calculation the specific index of Xi’an municipal government credibility, and from the questionnaire analysis of Xi’an municipal government credibility has four major problems: one is the Xi’an municipal government professional degree is not high, especially the problem of corruption; the two is the Xi’an municipal government transparency and openness need further improvement; three is the administrative law enforcement of Xi’an municipal government law enforcement the department needs to be further improved; four is the Xi’an municipal government to provide citizens political participation channels.
